أعلنت مديرية العلاقات العامة في الصندوق الوطني للضمان الاجتماعي في بيان رسمي، أن زيادة التعرفات للأعمال الاستشفائية غير المقطوعة دخلت حيّز التنفيذ اعتبارًا من 26 آذار 2025، وذلك لتشمل الإقامة العادية، العناية الفائقة، العزل، والأعمال المخبريّة والشعاعية.

وأوضحت المديرية أن المضمونين قد شعروا سريعًا بآثار هذه الزيادة، حيث أصبح الصندوق يغطي تدريجيًا حوالي 90% من الفاتورة الاستشفائية، وهو ما ساهم في استعادة الثقة بدور الضمان الاجتماعي، وبخاصة تحت قيادة المدير العام الدكتور محمد كركي، الذي يعرف بشفافيته المستمرة واهتمامه المكثف بمصارحة الجمهور حول واقع المؤسسة.

وأكد البيان أن الدكتور كركي التزم بتنفيذ وعوده، وسعى بجدية لإعادة الصندوق إلى وضعه السابق قبل الأزمة المالية. ومن بين الإصلاحات التي قام بها هو “نظام العمل الجراحي المقطوع”، الذي أسهم بشكل كبير في تعزيز العلاقة بين الضمان الاجتماعي والمستشفيات من خلال الدفعات الدورية شبه الأسبوعية التي يتم تسديدها للمستشفيات، سواء كانت على شكل سلفات أو بدل معاملات استشفائية.

وفي هذا السياق، أصدر الدكتور كركي قرارًا برقم 328 بتاريخ 7 نيسان 2025، يقضي بمنح المستشفيات دفعة مالية جديدة بقيمة 26 مليار ليرة لبنانية على حساب معاملات الأعمال الجراحية المقطوعة، ليصبح إجمالي المبالغ المدفوعة منذ بداية العام 556 مليار ليرة. كما تم تسديد نحو 339 مليار ليرة لصالح مرضى غسيل الكلى.

أما بالنسبة للخدمات خارج نطاق الاستشفاء، فقد سُدّد للمضمونين نحو 270 مليار ليرة كبدلات صحية تشمل المعاينات والأدوية. وبذلك، تجاوز مجموع ما دفعه الضمان للمستشفيات والأطباء والمضمونين منذ بداية 2025 أكثر من 1165 مليار ليرة لبنانية.

وفي خطوة إصلاحية جديدة، أصدر المدير العام مذكّرة إعلامية رقم 787 بتاريخ 7 نيسان 2025، تقضي بإضافة اختصاص “أمراض الروماتزم عند الأطفال” إلى نظام التغطية الصحية، بناءً على قرار مجلس الإدارة رقم 1378 الذي تم المصادقة عليه من قبل سلطة الوصاية بموجب القرار 24/1.

وختم البيان بدعوة المدير العام جميع المضمونين إلى التوجه إلى الأطباء والمراقبين الإداريين في حال رفض أي مستشفى استقبالهم أو مطالبتهم بمبالغ إضافية غير مبررة، والتقدم بشكاوى رسمية لمتابعتها، مؤكدًا أن مسار الإصلاحات سيستمر حتى نهاية حزيران 2025، حيث سيتم استكمال رفع جميع تعرفات الأعمال الطبية.

“Inclusion of Pediatric Rheumatology” and Increased Social Security Benefits: Karky Continues to Enhance Healthcare Services

The Public Relations Directorate at the National Social Security Fund announced in an official statement that the increase in hospital fees for non-cut surgical procedures went into effect starting March 26, 2025. The increase covers regular hospitalization, intensive care, isolation, as well as laboratory and radiological procedures.

The directorate explained that beneficiaries have quickly noticed the impact of this increase, as the fund now covers approximately 90% of the hospital bills, which has contributed to restoring trust in the role of social security, particularly under the leadership of General Director Dr. Mohammad Karky, who is known for his transparency and continuous openness regarding the institution's situation.

The statement emphasized that Dr. Karky has fulfilled his promises and worked diligently to return the fund to its status before the financial crisis. One of the significant reforms he introduced is the “Non-Cut Surgical Work System,” which has greatly strengthened the relationship between the social security fund and hospitals, through near-weekly payments that hospitals receive either as advances or for the settlement of hospital transactions.

In this context, Dr. Karky issued decision number 328 on April 7, 2025, which grants hospitals a new financial payment of 26 billion Lebanese pounds for the non-cut surgical procedures account, bringing the total paid out since the beginning of the year to 556 billion Lebanese pounds. Additionally, around 339 billion Lebanese pounds were paid for dialysis patient transactions.

Regarding services outside of hospitalization, approximately 270 billion Lebanese pounds were paid to beneficiaries for health benefits, including consultations and medications. This brings the total amount paid by the social security fund to hospitals, doctors, and beneficiaries since the beginning of 2025 to more than 1165 billion Lebanese pounds.

In another reform step, Dr. Karky issued a new memorandum No. 787 on April 7, 2025, which includes adding “Pediatric Rheumatology” to the coverage system, based on the decision of the Board of Directors No. 1378, which was approved by the supervising authority under decision 24/1.

The statement concluded with a call from the director-general for all beneficiaries to approach doctors and administrative inspectors in case any hospital refuses to accept them or demands unsubstantiated additional payments. Beneficiaries are urged to file formal complaints for follow-up, with Dr. Karky confirming that the reform process will continue until the end of June 2025, when all medical fees will be updated.
