أصدر “حراك المعلمين المتعاقدين” و”لجنة متعاقدي التعليم الأساسي” بيانًا أعلنوا فيه عن مفاجأتهم من ردود الفعل التي شهدها لقاءهم الأخير مع وزيرة التربية، الدكتورة ريما كرامي، يوم أمس الثلاثاء. حيث أكدوا في بيانهم أنهم تقدموا بطلب تعديل المرسوم الخاص بالمتعاقدين، وذلك من أجل إضافة بند ينص على دفع بدل مثابرة خلال أشهر الصيف. وقد تم طرح هذا الطلب من قبلهم ثلاث مرات خلال اللقاء، إلا أن رد الوزيرة كان مفاجئًا لهم، حيث أوضحت أن أي تعديل على المرسوم الذي تم إقراره في الجلسة السابقة سيؤدي إلى وقف تنفيذ القرارات المتعلقة برفع أجر الساعة والمثابرة الشهرية.
في ضوء ذلك، طالب “حراك المعلمين المتعاقدين” و”لجنة متعاقدي التعليم الأساسي” الوزيرة كرامي بأن تعد صيغة مرسوم جديد ينص على دفع بدل المثابرة في الصيف بشكل منفصل عن المرسوم الحالي، حتى لا يتم التراجع عن القرارات الخاصة برفع أجر الساعة والمثابرة. وأكدوا أن مطالبهم هذه تستند إلى مبدأ العدالة والمساواة بين جميع المعلمين، مشيرين إلى أنه من غير المقبول تفضيل بعض المعلمين على الآخرين بناءً على اعتبارات بيروقراطية، خاصة وأن المتعاقدين قد حصلوا في الصيف الماضي على بدل إنتاجية.
مفاجأة إعلان الإضراب:
وفيما يتعلق بالإضراب، أبدى المعلمون المتعاقدون استغرابهم الشديد بعد إعلان الإضراب في صباح اليوم، حيث أكدوا أنه لم يتم التشاور معهم بشأن هذا الموضوع مسبقًا. وقال البيان: “لم يُطرح في اللقاء مع الوزيرة أي حديث عن إعلان الإضراب يومي الأربعاء والخميس، ولم يتصل بنا أي شخص في المساء أو الليل لطرح الموضوع أو التشاور معنا”. هذا يعكس حالة من الاستياء بين المتعاقدين، الذين شعروا أن القرارات اتخذت بدون أن يتم أخذ آرائهم في الحسبان.

في ختام بيانهم، أكد حراك المتعاقدين ولجنة المعلمين الأساسيين أن طلبهم من الوزيرة كرامي هو أن يتم صياغة مرسوم جديد يضمن دفع بدل المثابرة الصيفية لجميع المتعاقدين في التعليم الرسمي، بغض النظر عن فئاتهم، بما يشمل المتعاقدين في التعليم الثانوي والأساسي، بالإضافة إلى المستعان بهم، والمتعاقدين في التعليم المهني والإجرائي، وأيضًا صناديق المدارس وعمال المكننة. وقد أرسلوا طلبًا جديدًا بهذا الخصوص إلى الوزيرة، متمنين أن يتبنى مجلس الوزراء موقفًا عادلًا يضمن حقوق جميع المعلمين.
“Contract Teachers' Movement and Basic Education Committee Demand Revision of Summer Perseverance Allowance After Meeting with Education Minister”
The “Contract Teachers' Movement” and the “Basic Education Contract Teachers Committee” issued a statement expressing their surprise at the responses received during their recent meeting with the Minister of Education, Dr. Rima Karami, on Tuesday. In their statement, they revealed that they had repeatedly requested the amendment of the decree governing contracted teachers, in order to include a provision for a perseverance allowance during the summer months. This request was made three times during the meeting, but the Minister's response was unexpected. She explained that any modification to the decree approved in the previous session would result in halting the implementation of decisions related to raising hourly wages and monthly perseverance allowances.
As a result, the “Contract Teachers' Movement” and the “Basic Education Committee” urged Minister Karami to prepare a new decree that would ensure the payment of the summer perseverance allowance outside of the current decree, so as not to reverse the decisions regarding the raise in hourly wages and perseverance allowances. They emphasized that their demand is rooted in fairness and equality among all teachers, pointing out that it is unacceptable to provide incentives and preferential treatment to some teachers while denying others the same rights for bureaucratic reasons, especially since contracted teachers received productivity allowances last summer.
Surprise Over Strike Announcement:
Regarding the planned strike, the contract teachers expressed their surprise at the announcement of the strike in the morning, stating that no one consulted with them on the matter beforehand. The statement read, “In the meeting with the Minister, no one brought up the idea of declaring a strike on Wednesday and Thursday. No one contacted us in the evening or night to discuss the strike or consult with us on it.” This reflects a sense of frustration among the contract teachers, who felt that decisions were being made without their input.
Request for a New Decree:
In conclusion, the “Contract Teachers' Movement” and the “Basic Education Committee” reiterated their request for Minister Karami to draft a new decree that ensures the payment of the summer perseverance allowance for all contracted teachers in public education, including those in secondary, basic, vocational, and procedural education, as well as those working in school funds and mechanization workers. They have submitted a new request to the Minister regarding this matter and hope that the Cabinet will adopt a fair approach to teachers' rights.
