مذكرة “هامة” من “الضمان الاجتماعي” تدعم أصحاب العمل والمؤسسات الاقتصادية
أصدر المدير العام للصندوق الوطني للضمان الاجتماعي، محمد كركي، في نهاية الشهر الماضي، مذكرة إعلامية هامة تتضمن تعليق المهل القانونية والقضائية والعقدية حتى تاريخ 31 آذار 2025. جاءت هذه المذكرة ضمن جهود الحكومة لدعم أصحاب العمل والمؤسسات الاقتصادية في لبنان، وذلك في محاولة للنهوض بالاقتصاد الوطني بعد الأزمات التي شهدتها البلاد منذ عام 2019.
دعم المؤسسات الاقتصادية:
القرار يأتي في إطار دعم المؤسسات الاقتصادية وأصحاب العمل الذين يسعون جاهدين لاستعادة نشاطهم بعد الظروف الصعبة التي مرت بها البلاد. وقد تم اتخاذ هذه الخطوة من أجل تبسيط الإجراءات المتعلقة بمعاملات الضمان الاجتماعي وتخفيف العبء الإداري عن كاهل هذه المؤسسات. كما يهدف القرار إلى منح هذه المؤسسات الفرصة للتعافي وتجاوز التحديات التي تواجهها.
تمديد مهلة تقديم التصريح السنوي:
وفي إطار تسهيل الإجراءات، أعلن المدير العام للصندوق الوطني للضمان الاجتماعي، محمد كركي، عن تمديد مهلة تقديم التصريح السنوي للمؤسسات للعام 2024. وبحسب المذكرة، أصبحت المهلة الجديدة لتقديم التصريح تمتد حتى 30 حزيران 2025، ما يوفر المزيد من الوقت للمؤسسات لإتمام الإجراءات المطلوبة.
الخدمات الإلكترونية لتسهيل المعاملات:
يُشار إلى أن هذه الخطوة تأتي في سياق تحديث الخدمات التي يقدمها الصندوق الوطني للضمان الاجتماعي. فقد تم تفعيل العديد من الخدمات الممكننة على الموقع الإلكتروني التفاعلي للصندوق منذ نيسان 2024، ما يتيح لأصحاب العمل إجراء معاملاتهم بسهولة ودون الحاجة إلى زيارة مكاتب الصندوق بشكل شخصي. يُعد هذا التحديث جزءًا من جهود الحكومة لتحسين الخدمات العامة وتسهيل الوصول إليها.
دفع الاشتراكات:
وفيما يتعلق بدفع الاشتراكات، أعلنت إدارة الصندوق أنه أصبح بإمكان الشركات والفئات الخاصة مثل الأطباء، والاختياريين، والمتقاعدين، والمخاتير تسديد اشتراكاتهم من خلال المؤسسات المالية والمصارف في الأيام القليلة القادمة. كما تم إدراج مشروع قانون الإعفاء من الاشتراكات المتراكمة قبل عام 2000 في المسار الصحيح لتذليل العقبات التقنية التي قد تواجه أصحاب العمل عند طلبهم براءة الذمة من الصندوق.
زيادة التعرفات الاستشفائية:
أما فيما يخص الملف الصحي، فقد أعلن المدير العام للصندوق عن إصدار قرار من مجلس الإدارة لزيادة التعرفات الخاصة بالأعمال الاستشفائية التي تشمل الإقامة العادية، العناية الفائقة، العزل، والفحوص المخبرية والشعاعية. هذه الزيادة تأتي في إطار تقليل العبء المالي على المرضى المضمونين. من المتوقع أن تعود تقديمات الضمان الصحي إلى مستوياتها قبل الأزمة في الأسابيع القليلة القادمة، ما سيعزز من قدرة المواطنين على الحصول على الرعاية الصحية المناسبة.
Important Memo from Social Security to Support Employers and Economic Institutions
The Director General of the National Social Security Fund, Mohammad Karaki, issued an important memo at the end of last month, which states the suspension of legal, judicial, and contractual deadlines until March 31, 2025. Additionally, the law project for the exemption of contributions accumulated before 2000 has been placed on the right track to overcome any technical obstacles employers might face when requesting a clearance certificate from the Fund.
Increase in Healthcare Rates:
As for the healthcare file, the Director General of the Fund announced that the Board of Directors issued a decision to increase the rates for all hospitalization services, including regular accommodation, intensive care, isolation, laboratory, and radiology tests. This increase aims to reduce the financial burden on insured patients. Health benefits from social security are expected to return to their pre-crisis levels in the coming weeks, improving access to appropriate healthcare for citizens.
