هل تنفرج حكومياً بعدما اشتدت الأزمة؟

خرج زوار رئيس الجمهورية أمس بانطباع مفاده أن ولادة الحكومة لن تتأخر. وسمعوا منه كلاماً واضحاً عن إيجابيات ستطبع المرحلة المقبلة، لا سيما على وقع عودة الاهتمام العربي والغربي بلبنان. أما في محيط الرئيس المكلّف تشكيل الحكومة نواف سلام، فكان الحديث مماثلاً عن أجواء إيجابية وتفاؤلية، على الرغم من نفي التسريبات عن الحقائب والأسماء. لكن سلام لم يصعد إلى بعبدا. بل كتب على منصّة “إكس” “أن لا أسماء ولا حقائب نهائية، وأنه يواصل مشاوراته لتشكيل حكومة تكون على قدر تطلّعات اللبنانيين”.

لماذا لم تبصر الحكومة النور بعد؟ تشير المعطيات إلى أن “الشيطان لا يزال يكمن في بعض التفاصيل التي تعتبر أساسية في عملية تشكيل الحكومات، وهي تتطلّب تكثيفاً للاتصالات لردم الهوّة بين الممكن تحقيقه وما تتمناه كتل وقوى سياسية راغبة بالجلوس حول طاولة مجلس الوزراء”. وترتبط التفاصيل هنا بحجم تمثيل كل طرف والحقائب التي ستسند إليه، خصوصاً أنها حكومة ما قبل الانتخابات النيابية. فعلى الرغم من أنها حكومة غير حزبيين وغير مرشحين إلى الانتخابات، إلاّ أنها تحظى بغطاء حزبي، بما أن الأحزاب هي من ستسمّي ممثليها، وما من فريق يريد الوصول إلى هذا الاستحقاق “بعدة شغل” لا تمكّنه من الوقوف أمام ناخبيه للقول: “هذا ما تمكّنا من فعله”.

أضف إلى ذلك، بروز “نقزة” لدى الكتل المسيحية وكتلة “الاعتدال” من عدم المساواة ووحدة المعايير في توزيع الحقائب بين سيادية وأساسية وخدماتية، على عكس ما حصل مع “الثنائي” الذي حجز “الثنائي” لنفسه حقائب أساسية كالصحة والصناعة، إلى جانب حقيبة المال التي سمى لها رئيس مجلس النواب ياسين جابر. بينما يحجز “الحزب التقدمي الاشتراكي” لنفسه حقيبة الأشغال وقد اختار لها فايز رسامني. وتم التواصل مع عامر البساط وطُلب منه العودة إلى لبنان لتسلّم حقيبة الاقتصاد التي ستكون من حصّة السنّة. ولم ترح كلّ هذه المؤشرات العديد من القوى التي شاركت في تسمية سلام، وكانت من المصوّتين إلى جانب رئيس الجمهورية.

لقاء سلام الثنائي

وبحسب المعلومات، يفترض أن يعقد سلام لقاء مع ممثلي “أمل” و”حزب الله”، في مسعى لإعادة النظر بالحقائب الأساسية والخدماتية للثنائي. وفي ضوء ما سيتوصّل اليه، سيجري سلام سلسلة اتصالات مع الكتل التي عبّرت عن نيتها المشاركة في الحكومة لاطلاعها على ما لديه، وإعادة غربلة الحقائب، “مع الأمل بأن يؤدي ذلك إلى شعور الجميع بالمساواة في التعاطي وأن لا صيف وشتاء فوق سقف واحد”.

فإذا تمّ ذلك، سنكون أمام زيارة حاسمة للرئيس المكلّف إلى بعبدا، يليها صدور مراسيم الحكومة الـ 77. أما استمرار “الصراع على الحصص” فسيزيد من عداد التكليف بلا تأليف.

في غضون ذلك، يصرّ مطّلعون على كواليس المشاورات والتأليف، على القول “إن التأخير الذي طرأ لا يعني العودة إلى النقطة الصفر، بل الحاجة إلى تعديلات بسيطة على “البازل” الحكومي، لتسليك الأمور”. بينما يميل قريبون من الرئيس المكلّف إلى القول: “اشتدي يا أزمة تنفرجي”.

Is a Government Breakthrough Imminent Amid Escalating Crisis?

Visitors to the President of Lebanon have left with an optimistic impression regarding the government formation, indicating that its announcement may not be far off. This comes amid renewed Arab and Western interest in Lebanon. Similarly, sources close to Prime Minister-designate Nawaf Salam have conveyed a positive outlook, despite the lack of confirmation regarding ministerial portfolios.

However, Salam has not yet visited Baabda Palace, opting instead to post on Platform X that no names or portfolios have been finalized, and that consultations are ongoing to form a government that meets the aspirations of the Lebanese people.

Why Hasn't the Government Been Announced Yet?

According to political sources, key obstacles remain in the government formation process, requiring further negotiations to bridge the gap between political parties' expectations and realistic compromises. The main point of contention revolves around the distribution of ministerial portfolios, particularly given that this interim government will oversee Lebanon until the next parliamentary elections.

Despite being labeled as a technocratic government, political parties still exert significant influence by handpicking their representatives. Each faction is keen to secure strategic ministries that will enhance their position ahead of the elections.

Additionally, Christian parliamentary blocs and the Moderation Bloc have expressed concerns over the unequal distribution of key and service-oriented ministries. This contrasts with the Shiite duo (Amal and Hezbollah), which has secured the Finance Ministry and other essential portfolios like Health and Industry. Meanwhile, the Progressive Socialist Party (PSP) has been allocated the Public Works Ministry, while the Economy Ministry has been reserved for a Sunni figure.

Salam’s Moves to Resolve the Stalemate

In an effort to overcome the deadlock, Nawaf Salam is expected to hold decisive talks with representatives of Amal and Hezbollah to reconsider the allocation of key and service ministries. He will also consult with political blocs that have expressed interest in participating to find a fairer distribution formula.

If these efforts succeed, Salam could soon visit Baabda Palace, paving the way for the official announcement of Lebanon’s 77th government. However, if disagreements over ministerial quotas persist, the delay in government formation may drag on further.

Government Crisis: A Breakthrough or Further Deadlock?

Analysts believe that the current delay does not signify a complete breakdown but rather the need for minor adjustments in the government formation process. Some argue that political pressure could accelerate the announcement, especially given Lebanon's increasingly dire domestic situation—reinforcing the saying:
“The crisis must reach its peak before a breakthrough can occur!”
