مُلخص الوظيفة

مسؤول الجودة والمراقبة والتقييم والمساءلة والتعلم (Quality & MEAL Officer) في مركز الرحمة الطبي سيكون مسؤولاً عن تصميم وتنفيذ أنظمة فعالة للمراقبة والتقييم والمساءلة والتعلم (MEAL) لدعم الإجراءات العالمية للمركز. سيكون الهدف من الدور ضمان تقييم المشاريع على أساس الجودة والملاءمة والأثر والاستدامة.

المسؤوليات الرئيسية

تطوير وتنفيذ أنظمة MEAL

• تطوير وتحديث أطر سياسات MEAL.
• تنفيذ منهجيات جمع وتحليل البيانات الفعالة.
• الإشراف على أنظمة التقارير وضمان التوافق مع معايير ADJI.

التعلم والتحسين

• تسهيل مشاركة الدروس المستفادة وأفضل الممارسات.
• تنظيم فعاليات تعلم لتحسين استراتيجيات المشاريع والمخرجات.

الاستجابة لشكاوى المستفيدين والمساءلة

• تنفيذ آلية شكاوى واستجابة المستفيدين (CRM).
• ضمان التحليل وحل الشكاوى في الوقت المحدد لتحسين الثقة وجودة البرامج.

إدارة الفريق وبناء القدرات

• الإشراف على أعضاء فريق MEAL وتوجيههم لضمان التعاون الفعّال.
• تحديد احتياجات التدريب وتعزيز القدرات التقنية لأعضاء الفريق.

المؤهلات والخبرة المطلوبة

المؤهلات الأساسية:

• الطلاقة في اللغتين الإنجليزية والعربية (محادثة وكتابة).
• شهادة دبلوم ثانوي في مجال ذي صلة (مثل إدارة الجودة، العلاقات الدولية، الإحصاء أو أي مؤهلات أكاديمية أخرى متعلقة بهذا الدور).
• خبرة في عمليات MEAL ضمن المنظمات غير الحكومية.
• إجادة استخدام برامج MS Office (Word، Excel، Outlook).

المهارات التخصصية:

• مهارات تنظيم قوية والانتباه للتفاصيل.
• القدرة على إدارة الضغط وتعزيز العمل الجماعي.
• مهارات حل النزاعات والتفكير التحليلي.

مؤشرات الأداء:
سيتم قياس نجاح مسؤول MEAL بناءً على مؤشرات الأداء الرئيسية المحددة بوضوح، بما في ذلك تنفيذ خطط MEAL، وتقارير في الوقت المناسب، وتيسير فعاليات التعلم.

Job Description

Position Summary

The Quality & MEAL Officer at Rahma Hospital will be responsible for designing and implementing robust Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to support ADJI’s global procedures. The role ensures that projects are evaluated on quality, relevance, impact, appropriateness, and sustainability.

Key Responsibilities

MEAL Systems Development and Implementation

• Develop and update MEAL frameworks and policies.
• Implement effective data collection and analysis methodologies.
• Oversee reporting systems, ensuring alignment with ADJI standards.

Learning and Improvement

• Facilitate the sharing of lessons learned and best practices.
• Organize learning events to improve project strategies and outputs.

Beneficiary Feedback and Accountability

• Implement a beneficiary complaints and response mechanism (CRM).
• Ensure timely analysis and resolution of feedback to improve trust and program quality.

Team Management and Capacity Building

• Supervise and mentor MEAL team members, ensuring effective collaboration.
• Identify training needs and enhance the technical capacities of team members.

Qualifications and Experience

Essential Qualifications:

• Fluency in Arabic and English (both spoken and written).
• Secondary diploma in a related field (e.g., Quality management, International Relations, Statistics, or other academic qualifications related to this position).
• Experience in MEAL processes within NGOs.
• Proficiency in MS Office (Word, Excel, Outlook).

Key Skills:

• Strong organizational skills and attention to detail.
• Ability to manage stress and foster teamwork.
• Conflict resolution and analytical thinking.

Performance Indicators:
The success of the MEAL Officer will be measured against clearly defined Key Performance Indicators (KPIs), including the implementation of MEAL plans, timely reporting, and the facilitation of learning events.
