في حديث خاص لـ “ليبانون ديبايت”، أكد رئيس جمعية “صرخة المودعين”، علاء خورشيد، أن الجمعية تلقت إشعارًا من مصادر حاكم مصرف لبنان حول وجود دفعة إضافية للمودعين وفق التعميمين 158 و166 هذا الشهر. ومع ذلك، لم يتم تحديد أي زيادة في نسبة الدفعات الشهرية، وأشار خورشيد إلى أنه في اللقاء الذي جمع الجمعية مع الحاكم منذ حوالي أسبوعين، لم يتم الحديث عن أي تعديل في قيمة الدفعات الشهرية، إلا أنه تمت الإشارة إلى إمكانية تعديلها بعد انتهاء الحرب، لكن ذلك لم يتم حسمه بعد.

مصير خطة إعادة الودائع

فيما يخص خطة إعادة الودائع، شدد خورشيد على أن الحاكم كان صريحًا مع الجمعية، حيث أبلغهم أن المصرف لا يقدم خطة نهائية بل يطرح مجموعة من الأفكار التي يجب أن تناقشها الحكومة. مسؤولية الحكومة تكمن في إعداد الخطة وتقديمها إلى مجلس النواب لإقرارها، وهو ما يعزز موقف الجمعية الرافض لكافة الأفكار التي تم تداولها في الإعلام، والتي تركز على شطب جزء من الودائع.

الكلام عن أموال مشروعة وغير مشروعة ليس دقيقًا

واعتبر خورشيد أن ما يتم تداوله في وسائل الإعلام حول “الأموال المشروعة” و”الأموال غير المشروعة” هو كلام غير منطقي وغير مسؤول، إذ أن جميع الودائع التي تمت وفق الإجراءات القانونية لا يمكن تصنيفها على هذا النحو. وأشار إلى أن التعليمات التي أصدرتها المصارف منذ الحادي عشر من سبتمبر، بعد أحداث أمريكا، تطلبت تدقيقًا في مصادر الأموال التي يودعها المودعون في البنوك. وبالتالي، فإن تصنيف الأموال على أنها مشروعة أو غير مشروعة ليس دقيقًا من الناحية القانونية.

مسؤولية المصارف عن أي أموال غير مشروعة

رغم اعترافه بوجود حالات تبييض أموال واستفادة بعض الأفراد من الدعم السياسي في الداخل، أكد خورشيد أن الحديث عن “أموال مشروعة أو غير مشروعة” لا يتماشى مع الواقع. وأوضح أنه في حال ثبت وجود أموال غير مشروعة في أي مصرف، فإن المسؤولية تقع على عاتق المصرف وليس المودع، وفقًا للقوانين المالية الدولية والمحلية.

الرفض المطلق لأي مساس بحقوق المودعين

في ختام حديثه، أكد خورشيد أن جمعية صرخة المودعين ستواصل رفض أي محاولات شطب أو تقليص للودائع تحت أي ظرف من الظروف، مشيرًا إلى أن الجمعية بصدد طلب لقاء مع حاكم مصرف لبنان في الأسبوع المقبل لمناقشة التطورات الجديدة حول هذه القضية.

While acknowledging that some individuals have laundered money and benefited from political ties in Lebanon, Khourchid stated that the notion of “legitimate” and “illegitimate” funds is not grounded in legal reality. He pointed out that in cases of illegitimate funds being found in a bank, the responsibility lies with the bank, not the depositor.

Absolute Rejection of Any Plan Affecting Depositors' Rights

Concluding his statements, Khourchid reaffirmed that the Cry of Depositors Association would continue to reject any attempt to reduce or confiscate depositors' funds under any circumstances. He mentioned that the association is planning to request another meeting with the Central Bank governor next week to further discuss the developments.
