Job Purpose
Oxfam Lebanon is implementing an emergency program to respond to the needs of internally displaced people (IDPs) in Beirut, Mount Lebanon, Sidon, and Northern Lebanon. This position will be part of an integrated humanitarian program in Beirut and Mount Lebanon. The WASH (Water, Sanitation, and Hygiene) component includes both public health engineering and promotion activities aimed at providing comprehensive WASH assistance to vulnerable individuals. The role involves working in collective shelters and host communities to ensure community engagement in hygiene activities and practices.

Key Responsibilities
Program Implementation:
- Conduct assessments and baseline studies to identify WASH-related health risks and priorities.
- Oversee PHP activities executed by Oxfam and implementing partners.
- Implement awareness activities in collective shelters, including hygiene campaigns and community-level distributions of non-food items.
- Maintain regular contact with beneficiaries in target areas, focusing on vulnerable groups.
- Facilitate community consultations on project activities to inform approaches.
- Provide technical support to ensure high-quality hygiene promotion work.
Program Approach:
- Ensure compliance with NGO/Red Cross Code of Conduct, Oxfam International procedures, and promote accountability to beneficiaries.
- Support the mainstreaming of gender in all activities and ensure women's participation in decision-making processes.
- Assist in Safe Programming, Protection, and MEAL (Monitoring, Evaluation, Accountability, and Learning) across all interventions.
Management:
- Directly manage Assistant Public Health Promoters and volunteers, as applicable.
Coordination:
- Participate in WASH field-based meetings and maintain communication with municipalities.
- Report regularly to the Project Manager.

Person Specification
Essential Experience, Knowledge, Qualifications & Competencies:
- Relevant experience in public health, hygiene promotion, community development, or related fields (2+ years).
- Knowledge of project cycle management, including activity planning and implementation.
- Ability to present concise reports and effectively engage with local communities.
- Strong interpersonal and team skills with the flexibility to adapt to demanding situations.
- Proficient in written and spoken English and Arabic.
Desirable:
- Resilience and adaptability in challenging environments.
