**Job Summary:**
Medair is seeking a Health Officer to oversee and implement daily field activities, including training, supervising, and supporting Community Health Volunteers (CHVs) and health center staff. The role involves working closely with the Senior Health Officer to ensure effective delivery of health services and community outreach in the Bekaa or Beirut/Mount Lebanon (BML) regions.
**Major Duties and Responsibilities:**
**Technical Responsibilities:**
– Lead, organize, and supervise assigned teams, relevant staff, and CHVs.
– Provide training, coaching, and supervision for CHVs and supported health center staff.
– Assist in developing Information, Education, and Communication (IEC) materials in consultation with health staff and CHVs.
– Build relationships and act as a link between Medair, communities, outreach staff, and supported activities.
– Ensure accurate and timely data entry and management, feeding data into the health management information system and reporting to the Ministry of Public Health (MoPH).
– Ensure services are delivered at agreed locations and health education sessions are conducted.
– Recommend improvements to the community outreach program to the Senior Health Officer.
– Assist with assessments, surveys, and monitoring medication consumption in coordination with pharmacists.
– Support procurement planning and ensure timely delivery of medical supplies to supported centers.
**Staff Management:**
– Line-manage, train, coach, and supervise all assigned staff and volunteers.
– Develop and oversee work schedules for volunteers, ensuring efficient implementation of the work plan.
– Monitor and evaluate the performance of health center staff and CHVs, providing regular feedback.
– Assess the training needs of field teams and ensure appropriate training is conducted.
– Assist in recruiting CHVs and plan/facilitate their training in coordination with the Senior Health Officer and Health Manager.
**Communication and Coordination:**
– Represent Medair in coordination meetings, internal trainings, and other relevant meetings.
– Provide regular updates to the Medical Project Manager (MPM).
– Liaise with local government representatives, NGOs, and other stakeholders to ensure smooth project implementation.
– Coordinate with community outreach teams to integrate mobile and community-based activities.
– Collaborate with health and logistics staff to ensure proper procurement, transport, and management of medical supplies.
**Person Specification:**
– 2 to 3 years of professional experience post-qualification.
– Nursing degree required.
– Native Arabic speaker with excellent English skills (oral and written).
– Proficient in Microsoft Excel, Word, Outlook, Access, and experience with the PHENICS system.
– Team player with good interpersonal skills and a willingness to share tasks and responsibilities.
– Encouraging, supportive, and able to foster trust and accountability.
– Demonstrates clear communication and problem-solving abilities.
– Ability to handle stress, manage time effectively, and maintain a positive attitude.

– التأكد من تقديم الخدمات الصحية في المواقع المتفق عليها وتنفيذ جلسات التوعية الصحية.
– اقتراح تحسينات لبرنامج التوعية المجتمعية لمسؤول الصحة الأول.
– المساعدة في تقييم الاستهلاك الدوائي بالتنسيق مع الصيادلة وضمان تسليم الإمدادات الطبية في الوقت المناسب.
**إدارة الموظفين:**
– الإشراف وتدريب جميع الموظفين والمتطوعين المعينين.
– إعداد جداول عمل فعالة للمتطوعين في الميدان وفقًا للخطة المتفق عليها.
– مراقبة أداء موظفي المراكز الصحية وتقديم ملاحظات منتظمة.
– تقييم احتياجات التدريب وضمان توفير التدريبات المناسبة.
– المساعدة في توظيف المتطوعين المجتمعيين والتخطيط لتدريبهم.
**التواصل والتنسيق:**
– تمثيل Medair في الاجتماعات التنسيقية والتدريبات الداخلية.
– تقديم تحديثات منتظمة لمدير المشروع الصحي.
– التنسيق مع الجهات المعنية لضمان تنفيذ سلس للمشروع.
– التعاون مع فرق اللوجستيات لضمان تسليم الإمدادات الطبية بشكل صحيح.
**المواصفات المطلوبة:**
– خبرة مهنية من 2 إلى 3 سنوات بعد التخرج.
– شهادة في التمريض.
– الطلاقة في اللغة العربية ومستوى ممتاز في اللغة الإنجليزية.
– إتقان برامج مايكروسوفت Excel وWord وOutlook ومعرفة بنظام PHENICS.
– القدرة على العمل الجماعي والمهارات الشخصية الجيدة.
– مهارات التواصل الفعال وحل المشكلات.
