نظرة عامة على الوظيفة:
سيقوم موظف MEAL برصد وتقييم تقدم البرامج وتأثيرها وجودتها باستخدام أطر وأدوات مناسبة. يسهم هذا الدور في تعزيز ثقافة التعلم داخل المنظمة من خلال توثيق ونشر الدروس المستفادة وأفضل الممارسات. سيقوم موظف MEAL أيضًا بتطوير وتنفيذ آليات الشكاوى والتعليقات لتعزيز مشاركة المستفيدين وضمان سماع أصواتهم.
المسؤوليات الرئيسية:

أنشطة الرصد والتقييم والتعلم (MEL):
- ضمان جمع البيانات الكمية والنوعية بدقة وفي الوقت المناسب.
- المساهمة في تطوير أدوات الرصد وإطارات قواعد البيانات.
- اختبار أدوات الرصد الميدانية وإجراء استبيانات تجريبية.
- المساعدة في تدريب موظفي الميدان على أدوات الرصد بدعم من مدير المشروع وفريق MEAL.
- المشاركة في إدارة وتنظيف وتحليل البيانات.
- الحفاظ على قواعد البيانات لإنتاج تقارير رصد دورية.

المساءلة ودمج الحماية:
- المشاركة في آليات المساءلة وضمان معالجة تعليقات المستفيدين.
- إجراء تحقق من المساءلة في الميدان وضمان سلوك الموظفين المناسب.
- متابعة تعليقات المجتمع ورصد حساسية النوع الاجتماعي والشمول.
- الإبلاغ عن قضايا الحماية وانتهاكات السياسات لمدير الخط.

التقارير/الاتصالات:
- أرشفة جميع مستندات MEAL لتكون متاحة لقادة الفرق.
- كتابة تقارير M&E وتقديم تحديثات وتوصيات.
- الإبلاغ عن الأنشطة والتحديات وعلاقات المستفيدين.
- ضمان دقة البيانات المدخلة في RAIS وActivity Info.
- تمثيل SI في الميدان والتعاون مع السلطات المحلية والشركاء.

التعاون مع الفريق:
- الحفاظ على تواصل مستمر مع فرق برنامج SI لنقل التعليقات من زيارات الميدان.
- المشاركة في اجتماعات البرامج وتقديم تحديثات حول أنشطة MEAL.
- حضور الدورات التدريبية التي يراها المشرف مناسبة.

About the Organization:
Solidarités International (SI) is an international humanitarian NGO that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. SI focuses on meeting vital needs for food, water, and shelter while combating diseases related to unsafe water. Position Overview:
The MEAL Officer will track and assess the progress, impact, and quality of programs using appropriate monitoring and evaluation frameworks. This role fosters a culture of learning within the organization by documenting and disseminating lessons learned and best practices. The MEAL Officer will also develop and implement complaint and feedback mechanisms to promote beneficiary engagement and ensure their voices are heard.
Key Responsibilities:

Monitoring, Evaluation, and Learning (MEL) Activities:
- Ensure timely and accurate collection of quantitative and qualitative data.
- Contribute to the development of monitoring tools and database frameworks.
- Test SI monitoring tools in the field and conduct pilot surveys.
- Assist in training field officers on monitoring tools with the support of the PM and MEAL team.
- Participate in data management, cleaning, and analysis.
- Maintain databases to produce routine monitoring reports.

Accountability & Protection Mainstreaming:
- Engage in accountability mechanisms, ensuring beneficiary feedback is addressed.
- Conduct field accountability checks and ensure appropriate staff behavior.
- Follow up on community feedback and monitor gender sensitivity and inclusion.
- Report protection issues and policy breaches to the line manager.

Reporting/Communication:
- Archive all MEAL documents for accessibility by team leads.
- Draft M&E reports and provide updates and recommendations.
- Report on activities, challenges, and beneficiary relations.
- Ensure accuracy of data entered on RAIS and Activity Info.
- Represent SI in the field and collaborate with local authorities and partners.

Team Collaboration:
- Maintain constant communication with SI program teams to relay field monitoring feedback.
- Participate in program meetings and provide updates on MEAL activities.
- Attend trainings as recommended by the supervisor.
