سياق العمل
تأسست “لا شين ديلسبوار” (CDE) عام 1994، وهي منظمة غير حكومية دولية تتخذ من باريس، فرنسا، مقرًا لها. تهدف المنظمة إلى تعزيز أنظمة الرعاية الصحية وتوفير الفرص المتساوية للبقاء والنمو للجميع، وخاصة الأطفال.
تعمل CDE حاليًا في سبعة وعشرين (27) دولة، مع التركيز على الأطفال والأمهات والمجتمعات المحرومة. تشمل أنشطتها:
- الوقاية والفحص من سن مبكرة، خصوصًا من خلال برامج الصحة المدرسية.
- تقديم الرعاية الجراحية لتلبية الاحتياجات الأكثر إلحاحًا للأطفال وأمهاتهم.
- تدريب ونقل المهارات للفرق المحلية (بناء القدرات) عبر شبكة دولية من الخبراء في جميع مجالات الجراحة.
- بناء وتجهيز المرافق الصحية بما يتناسب مع الاحتياجات المحلية.
منذ عام 2005، تنفذ CDE أنشطة إنسانية في لبنان بالتعاون مع الشركاء المحليين، مثل “Heartbeat”، لتوفير الرعاية الطبية الجراحية للأطفال الذين يعانون من أمراض القلب والإعاقات العظمية. وفي أواخر عام 2020، فتحت CDE مهمتها في لبنان استجابةً للاحتياجات المتزايدة نتيجة تدهور الوضع. منذ ذلك الحين، تنفذ CDE أنشطة تتعلق بالرعاية الصحية، بما في ذلك تعزيز النظام الصحي والدعم النفسي والاجتماعي.
الوصف العام
تحت إدارة رئيس المهمة، سيكون مدير الرصد والتقييم والمساءلة والتعلم مسؤولاً عن جميع أعمال MEAL في CDE، ويتعاون بشكل وثيق مع جميع الأقسام في مكتب CDE لبنان.
المسؤوليات الرئيسية
التقييم
- مراجعة العمليات والأدوات الحالية للرصد والتقييم.
- مراجعة الإطارات المنطقية للمشاريع وخطط الرصد، مع مراعاة متطلبات الجهات المانحة.
- تحديد الفجوات ومجالات التحسين من خلال نهج مشارك قوي.
الإجراءات
- تطوير استراتيجية متعددة الخطوات لإنشاء نظام MEAL قوي في CDE لبنان.
- مراجعة سياسة آلية التغذية الراجعة والشكاوى والاستجابة، وضمان تحسينها المستمر.
الرصد والتقييم
- إنشاء ومراجعة تحديثات خطط الرصد مع فرق البرامج.
- إجراء زيارات ميدانية لرصد الأنشطة الميدانية والتأكد من تماسك البيانات.
التقارير
- التعاون الوثيق مع فريق المشروع لتوزيع المهام الخاصة بتقارير الجهات المانحة.
- المشاركة الفعالة في جهود التقارير الداخلية.
التعلم والتطوير
- تنسيق وقيادة التقييمات الاحتياجية مع المعنيين.
- دمج نتائج الرصد والتقييم في مراحل تطوير المشاريع المختلفة.
التنسيق
- المشاركة في التنسيقات الخارجية لتعزيز استجابة منسقة للاحتياجات الإنسانية.
الملف الشخصي
المؤهلات الأكاديمية
- شهادة جامعية في إدارة الأعمال أو الإحصاء أو العلوم الاجتماعية أو أي مجال ذي صلة.
- معرفة عميقة بإجراءات وأدوات MEAL.
الخبرة العملية
- خبرة لا تقل عن 7 سنوات في مجال مماثل.
- خبرة في القطاع الإنساني (منظمات غير حكومية محلية أو دولية).
المهارات المحددة
- إجادة تامة لمجموعة Microsoft Office.
- مهارات قوية في جمع البيانات وتحليلها.
اللغات
- fluent in Arabic (speaking, writing, reading).
- Excellent command of English (speaking, writing, reading).
- Knowledge of French is a plus.

Context
Founded in 1994, La Chaîne de l’Espoir (CDE) is an international NGO headquartered in Paris, France. Its mission is to strengthen healthcare systems and provide equal chances for survival and development to everyone, especially children.
CDE currently operates in twenty-seven (27) countries, focusing on children, mothers, and disadvantaged communities. Its activities include:
- Early prevention and screening, particularly through school health programs.
- Care and surgery to address urgent needs of children and their mothers.
- Training and capacity building of local teams via an international network of experts.
- Construction and equipment of healthcare facilities adapted to local needs.
Since 2005, CDE has implemented humanitarian activities in Lebanon through local partners, such as HeartBeat, to provide access to medical and surgical care for children with cardiopathies and orthopedic disabilities. In late 2020, CDE expanded its mission in Lebanon to respond to the growing needs due to the deteriorating situation, focusing on tertiary healthcare, including system strengthening and psychosocial support.
General Description
Under the management of the Head of Mission, the MEAL Manager will lead all MEAL activities at CDE Lebanon, closely collaborating with all departments and continuously coordinating with the program team.
Main Responsibilities
Assessment
- Conduct a review of existing Monitoring & Evaluation (M&E) processes and tools.
- Assess current projects’ logical frameworks and monitoring plans, considering donor requirements.
- Identify gaps and improvement areas using a participatory approach involving CDE’s staff and partners.
Procedures
- Develop a multi-step strategy to establish a robust MEAL system at CDE Lebanon within a year.
- Review the Feedback, Complaint, and Response Mechanism (FCRM) policy, ensuring continuous improvement and proper implementation.
Monitoring and Evaluation
- Create, review, and update monitoring plans with program teams.
- Conduct field monitoring visits to ensure data consistency across projects.
Reporting
- Collaborate closely with the Project Team for clear task distribution for reporting exercises.
- Support in drafting donor narrative reports when necessary.
Learning and Development
- Lead needs assessments with relevant stakeholders.
- Integrate monitoring and evaluation results into project development stages.
Coordination
- Participate in external coordination efforts to promote a coordinated humanitarian response.
- Engage actively in internal coordination and ensure relevant staff involvement.
Profile
Academic Background
- University degree in Business Administration, Statistics, Economics, Social Sciences, or related field [required].
- In-depth knowledge of MEAL procedures and tools [required].
Working Experience
- At least 7 years of relevant experience [required].
- Experience in the humanitarian sector (local or international NGOs) [required].
Specific Skills
- Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) [required].
- Strong communication skills and ability to collaborate with multiple stakeholders [required].
Languages
- Fluent in Arabic (speaking, writing, reading) [required].
- Excellent command of English (speaking, writing, reading) [required].
- Knowledge of French is a plus.
