مع تكرار ظاهرة إنتشار النفايات بطريقة عشوائية، تؤكّد رئيسة الهيئة اللبنانية للعقارات المحامية أنديرا الزهيري، في حديثٍ لـ”ليبانون ديبايت”، أن “هذه الظاهرة تتكرّر بين الحين والآخر وتثير جدلًا واسعًا، بسبب إنتهاء عقود التلزيم وغياب الرقابة الجدية حول ملف النفايات”.
وتُشير إلى أن “السبب الأساسي في تفاقم هذه الظاهرة هو غياب المعيار الصحي والبيئي في توجهات المسؤولين المعنيين بأزمة النفايات، الأمر الذي يزيد من تداعيات هذا الأزمة في ظل غياب الرقابة الفعلية على البنى التحتية وأقنية تصريف المياه مع إقتراب فصل الشتاء، حيث أن السيول التي ستتجمع على الطرق والأحياء والأوتوسترادات سوف تعجز عن تصريفها الأقنية ومصافي المياه”.
وتوضح أن “عدم تنظيف وصيانة مصافي تصريف المياه سيفاقم من مشكلة النفايات التي سوف تسبب بإنسداد وتسكير تلك المصافي وأماكن تصريفها مما سيساهم في إرتفاع منسوب المياه وإجتياحها للأقبية والأبنية وتعويم الطرق وسيضاعف التلوث والضرر بما تحتويه المياه المحملة بالنفايات من مواد سامة وضارة والتي ستزيد من مشكلة تصدع الأبنية وأساستها الإسمنتية وسترفع من درجة المخاطر، ناهيك على التوسع العشوائي للسكان والتعديات على مجاري الأنهر من خلال البناء العشوائي الذي سيلحق الأذى بالسلامة العامة”.
وتذكّر الزهيري، بـ”حريق جبل النفايات في منطقة الجديدة الذي شهدناه مؤخرًا وكيف بدأت لعبة تقاذف المسؤوليات ولم يأخذ المعنيين بعين الإعتبار الضرر البيئي والصحي الذي سينتج عن هذا الحريق وينعكس على صحة المواطنين”، وتقول: “للأسف نحن حاليًا أمام مرحلة صعبة جدًا، خصوصًا أننا على أبواب الشتاء”.

**”Growing Danger”… Lebanon Faces a Challenging Phase!**
With the repeated spread of waste in a haphazard manner, President of the Lebanese Real Estate Association, Attorney Indira Zahrir, emphasized in an interview with “Lebanon Debate” that “this issue keeps resurfacing, sparking widespread controversy due to the expiration of waste management contracts and the lack of serious oversight on the waste crisis.”
She pointed out that “the main reason for the worsening of this issue is the absence of health and environmental standards in the approaches taken by officials responsible for the waste crisis. This, coupled with a lack of actual monitoring of infrastructure and drainage systems, is exacerbating the crisis, especially with the winter season approaching. Floodwaters that accumulate on roads, neighborhoods, and highways will overwhelm the drainage systems and water inlets.”
Zahrir explained that “the failure to clean and maintain water drainage inlets will worsen the waste problem, as they will clog and block the drainage paths, causing water levels to rise. This could lead to flooding in basements and buildings, submerging roads, and increasing pollution and damage. The water, mixed with toxic waste, will not only heighten the contamination but also weaken building foundations, raising the risk of structural damage. Moreover, unregulated urban sprawl and encroachments on riverbeds due to illegal construction will pose further threats to public safety.”
Zahrir also recalled “the recent fire at the waste mountain in Jdeideh, which sparked a blame game among officials, with no one taking into account the environmental and health hazards caused by the fire, which severely impacted public health.” She concluded by saying, “Unfortunately, we are currently facing a very difficult phase, especially with the onset of winter.”
