يبحث مركز Restart عن اختصاصي/ة عمل اجتماعي بدوام جزئي لإجراء زيارات رصد إلى مرافق الاحتجاز التابعة لقوى الأمن الداخلي في شمال لبنان. يتضمن الدور تقديم تقارير حول ظروف الاحتجاز العامة، تحديد المشكلات المتعلقة بالحماية مثل الاعتقال التعسفي، المعاملة السيئة، التعذيب، العمليات القضائية غير العادلة، ونقص الوصول إلى الخدمات الأساسية. تشمل المسؤوليات أيضاً تقييم احتياجات المحتجزين وإحالتهم إلى خدمات الحماية والدعم الأخرى، مع التركيز على الحالات عالية المخاطر بما في ذلك الأطفال، ضحايا الاتجار بالبشر، والمحتجزين من مجتمع LGBTIQ+.

المسؤوليات الرئيسية:

• رصد الاحتجاز:

  • إجراء زيارات إلى مرافق الاحتجاز التابعة لقوى الأمن الداخلي في شمال لبنان.
  • تقديم تقارير حول ظروف الاحتجاز العامة والقضايا المتعلقة بالحماية بما في ذلك الاعتقال التعسفي، المعاملة السيئة، التعذيب، ونقص الوصول إلى الخدمات الأساسية.
  • تحديد الحالات عالية المخاطر، بما في ذلك الأطفال، ضحايا التعذيب، الاتجار بالبشر، والمحتجزين من مجتمع LGBTIQ+.

• تقييم الاحتياجات والإحالات:

  • تقييم احتياجات المحتجزين وإحالتهم إلى خدمات الحماية والدعم المناسبة.
  • تحديد المحتجزين غير السوريين الذين يخشون العودة إلى بلدهم الأصلي وإحالة مثل هذه الحالات إلى مفوضية الأمم المتحدة لشؤون اللاجئين (UNHCR).
  • متابعة الحالات المحددة من خلال المكالمات الهاتفية لتلبية الاحتياجات الفردية والفجوات.
  • التنسيق مع الجهات المعنية بحماية الأطفال وضمان تعزيز الحماية للأطفال في الاحتجاز.

• خدمات الدعم:

  • تقديم المساعدة الأساسية والخدمات القانونية أو الطبية للأطفال والمحتجزين الضعفاء.
  • إحالة عائلات المحتجزين إلى برامج الطوارئ النقدية للمنظمات غير الحكومية عندما يتم احتجاز المعيلين الرئيسيين لفترات ممتدة.
  • ضمان تقديم خدمات الرعاية الصحية، بما في ذلك الوقاية والفحص للأمراض المعدية، وخدمات الصحة النفسية المتخصصة للمحتجزين الضعفاء.
  • توزيع مجموعات إدارة النظافة الشهرية على النساء في سجن الكُبّة والمواد الغذائية الكبيرة لمواقع مختلفة.

• التنسيق والتقارير:

  • التعاون مع فريق متعدد التخصصات لضمان تقديم الخدمات الطبية، بما في ذلك الاستشارات الطبية العامة والدعم النفسي والعقلي.
  • ضمان إدخال البيانات لأغراض المراقبة والتقييم والتقارير.

المؤهلات المطلوبة:

• خلفية أو خبرة في العمل الاجتماعي، علم النفس، أو مجال ذي صلة.
• خبرة في رصد الاحتجاز أو العمل مع الفئات الضعيفة مفضلة.
• فهم قوي لقضايا الحماية والأطر القانونية المتعلقة بالاحتجاز.
• القدرة على التنسيق بفعالية مع مختلف الجهات المعنية وتقديم تقارير مفصلة.

Part-time Detention Social Worker

Summary:

Restart Center is seeking a dedicated Part-time Detention Social Worker to conduct monitoring visits to ISF detention facilities in northern Lebanon. This role involves reporting on general detention conditions, identifying and addressing protection issues such as arbitrary detention, ill-treatment, torture, unfair trial processes, and lack of access to essential services. The position also includes assessing detainees' needs for referral to protection services and other support, focusing on high-risk cases including children, victims of trafficking, and LGBTIQ+ detainees.

Key Responsibilities:

• Detention Monitoring:

  • Conduct visits to ISF detention facilities in northern Lebanon.
  • Report on general detention conditions and protection issues including arbitrary detention, ill-treatment, torture, and lack of access to essential services.
  • Identify high-risk cases, including children, victims of torture, trafficking, and LGBTIQ+ detainees.

• Needs Assessment and Referrals:

  • Assess the needs of detainees and refer them to appropriate protection services and support.
  • Identify non-Syrian detainees fearing return to their country of origin and refer such cases to UNHCR.
  • Provide follow-up through phone calls for identified needs and individual cases.
  • Coordinate with child protection actors and ensure enhanced protection for minors in detention.

• Support Services:

  • Provide core relief assistance and legal or medical services to minors and vulnerable detainees.
  • Refer families of detainees to NGO emergency cash programs when main breadwinners are detained for extended periods.
  • Ensure the delivery of health care services, including prevention and screening for communicable diseases, and specialized mental health services for vulnerable detainees.
  • Distribute Menstrual Hygiene Management kits to women in Kobbeh prison and bulk food commodities to various locations.

• Coordination and Reporting:

  • Collaborate with a multi-disciplinary team to ensure medical services are provided, including general medical consultations, psychological and psychiatric support.
  • Ensure data entry for MEAL (Monitoring, Evaluation, Accountability, and Learning) and reporting purposes.

Required Qualifications:

• Background or experience in social work, psychology, or a related field.
• Experience in detention monitoring or working with vulnerable populations is preferred.
• Strong understanding of protection issues and legal frameworks related to detention.
• Ability to coordinate effectively with various stakeholders and provide detailed reports.
