الكهرباء “رهينة”… وفيضحةٌ مدوية بطلتها MEP

نشرت قناة الـMTV في نشرة أخبارها المسائية تقرير بِعنوان “الكهرباء رهينة داخل معملي الزوق والجية”. وكشفت من خلاله، “فضائح الكهرباء المدوية”.

وذكر التقرير أن “آلاف أطنان الفيول محتجزة من قبل شركة MEP التابعة لِـ “آل خياط” في معملي الزوق والجية”.

وأشار التقرير الى، “بداية القصة مع تسلم الدولة معملين جديدين عام 2014 في الزوق والجية وهما الاجدد بين المعامل، ينتجان 272 ميغاواط ما يعادل 20% من حاجة لبنان أي 4 ساعات تغذية كهربائية في اليوم. وبعد 5 سنوات من تسلم شركة MEP المملوكة من “آل خياط” معملي الزوق والجية “وقع المحظور”، شركة MEP تأخد اليوم معملي الزوق والجية كَرهينة في خزانتهما 19 الف طون من الفيول ما يوازي 12 مليون دولار”.

واعتبر التقرير، ان “الأخطر هو ان ديوان المحاسبة أصدر قرارًا رفض فيه أي تمديد للعقد مع شركة MEP لكنه عاد وانقلب على قراره ووافق على التجديد للشركة رغم كل فضائحها دون أي مناقصة بحجة الظروف الاستثنائية في البلاد”.

ووفق التقرير، اعتبرت النائب ندى البستاني، ان قرار ديوان المحاسبة “فضيحة مشهودة تترك علامة استفهام كبيرة عن جدية عمل الهيئات الرقابية ومدى تأثّرها بعوامل مصلحية. والفضيحة تزيد عندما يتغافل الديوان عن محاسبة الشركة ذاتها على ملايين الدولارات التي اندفعت بالسنين السابقة من دون لا تشغيل ولا صيانة لهذه المعامل”.

وتساءل التقرير في الختام، “أمام هذا الفساد يبقى السؤال أين رئيس الحكومة نجيب ميقاتي؟ لماذا لم يتحرك؟ هل خضع لابتزاز آل خياط؟ أين الدعوة بحقهم أم ان الحلقة الاضعف و”كبش المحرقة” هو مدير عام مؤسسة كهرباء لبنان كمال حايك”.

**Electricity Held Hostage… and a Scandal Involving MEP**

MTV's evening news aired a report titled “Electricity Held Hostage in Zouk and Jiyyeh Power Plants,” exposing major electricity-related scandals.

The report revealed that “thousands of tons of fuel oil are being held by MEP, a company owned by the Khayyat family, in the Zouk and Jiyyeh power plants.”

It further explained that the story began in 2014 when the state received two new power plants in Zouk and Jiyyeh. These plants, the newest in the country, produce 272 megawatts, equivalent to 20% of Lebanon's electricity needs, providing four hours of power daily. However, five years after MEP, owned by the Khayyat family, took over the operation of the Zouk and Jiyyeh plants, a crisis emerged. MEP now holds 19,000 tons of fuel oil in these plants, valued at $12 million.

The report highlighted the severity of the situation, noting that the Court of Audit initially issued a decision rejecting any contract extension with MEP. However, the court later reversed its decision and approved the extension without a public tender, citing the country's exceptional circumstances.

According to the report, MP Nada Boustani described the Court of Audit's decision as a “blatant scandal,” raising serious questions about the integrity of oversight bodies and their susceptibility to vested interests. The scandal is further compounded by the court's failure to hold the company accountable for millions of dollars paid over the years without proper operation or maintenance of these plants.

The report concluded by questioning, “Amid this corruption, where is Prime Minister Najib Mikati? Why hasn't he taken action? Did he succumb to blackmail by the Khayyat family? Where are the charges against them, or is the weakest link and scapegoat the Director-General of Electricité du Liban, Kamal Hayek?”
