“تغيرات سلبية”… الدولار مهدّد بالإرتفاع في هذه الحالة!

مع إزدياد المخاوف من نشوب حرب شاملة بين لبنان وإسرائيل، من الضروري الحديث عن تأثيرات هذه الحرب على الاقتصاد اللبناني وتحديدًا على سعر صرف الدولار الذي يمكن أن يشهد تصعيدًا إضافيًا في حال توسعت الحرب.

الخبير الإقتصادي وعضو المجلس الاقتصادي والاجتماعي والبيئي أنيس أبو دياب، يوضح في حديثٍ لـ”ليبانون ديبايت”، أن “سعر صرف الدولار هو ثابت في هذه المرحلة وهذا الأمر يرتبط بعدة عوامل، العامل الأول هو أن حجم الكتلة النقدية بالليرة اللبنانية ضعيف والدولة حتى هذه اللحظة قادرة على تغطية تكاليفها ونفقاتها، لكن في حال توسّعت الحرب أكثر وتوقفت إيرادات الدولة والتي تقدر بحوالي 27 ألف مليار شهريًا وتراجعت إلى أقل من 40%، عندها الدولة سوف تضطر إلى تمويل عجزها”.

ويُشير إلى أن “حاكم مصرف لبنان بالإنابة وسيم منصوري حتى الآن يرفض أي إنفاق إضافي غير مقونن من خارج الموازنة، لكن في حال وقعت الحرب والدولة وصلت إلى حالة إنهيار وتوقفت إيراداتها التي هي في الأساس محدودة وأصبحت بحاجة إلى أموال، حينها سوف يضطر إلى زيادة الكتلة النقدية ولن يكون لدينا القدرة على تحمل هذا الوضع”.

ويلفت إلى أن “لبنان يعاني الكثير، فالموسم السياحي لم يكن جيدًا لهذا العام وهو أقل بـ20% مقارنة مع العام الماضي، وبالتالي ليس لدينا إحتياطي للقدرة على الصرف، وهناك مشكلة الكهرباء ورواتب القطاع العام التي تكلّف حوالي 120 مليون دولار، إضافةً إلى أنه هناك الكثير من النفقات التي يمكن أن تترتب على الدولة اللبنانية من جرّاء التدمير وأيضًا لا يجب أن ننسى أنه لدينا مئة ألف نازح في لبنان، وأكثر من 7 آلاف وحدة سكنية مدمّرة كليًا أوجزئيًا”.

ويتمنّى أبو دياب، أن “لا تتوسّع الحرب كي لا نشهد أي تغيرات سلبية في سعر صرف الدولار، وبالتالي إن التغيرات التي يمكن أن يشهدها سعر الدولار ستكون وفق القدرة على الإنفاق والجباية، فلا أحد يمكنه أن يتوقّع السعر الذي سيصل إليه الدولار في حال إندلاع حرب شاملة في لبنان”.

### “Negative Shifts”: The Dollar at Risk of Rising Under These Conditions!

As fears of a full-scale war between Lebanon and Israel grow, it's crucial to discuss the potential impact this conflict could have on Lebanon's economy, particularly the exchange rate of the dollar, which could see a significant increase if the war escalates.

Economic expert and member of the Economic, Social, and Environmental Council, Anis Abu Diab, explained in an interview with “Lebanon Debate” that “the current exchange rate of the dollar is stable due to several factors. The first factor is the limited Lebanese pound monetary supply, and the state's ability to cover its costs and expenses so far. However, if the war expands and state revenues—which amount to about 27 trillion pounds monthly—fall by more than 40%, the state will be forced to finance its deficit.”

He noted that “the acting governor of the Central Bank of Lebanon, Wassim Mansouri, has so far refused any additional, unbudgeted spending. But if the war leads to a state collapse and revenue generation, already limited, comes to a halt, the government will have to increase the money supply, putting Lebanon in an unsustainable situation.”

Abu Diab highlighted that “Lebanon is already facing numerous challenges. This year’s tourist season was 20% worse than last year’s, reducing the country's reserves. Moreover, the electricity crisis and public sector salaries, which cost around $120 million, further strain the budget. On top of that, Lebanon could face additional expenses due to war-related destruction, with over 100,000 displaced people and more than 7,000 homes partially or completely destroyed.”

Abu Diab expressed hope that “the war does not expand, as this could lead to negative shifts in the exchange rate of the dollar. The changes in the dollar's value will depend on the state's ability to spend and collect revenues, but no one can predict where the dollar might go if a full-scale war breaks out in Lebanon.”
