DCA Lebanon has worked in mine action since 2007. In addition to reducing the harm from explosion, clearance activities also release contaminated land for socio-economic development in the context of rising demands from the local and refugee population. In 2012, DCA began implementing humanitarian and development projects through local partners and scaled up its operations in 2021 due to the deepening crisis in country.

Role
The overall objective of this role is playing is facilitating the localization efforts of non-governmental organizations (NGOs) in Lebanon. They will work towards enhancing the capacity of local NGOs to effectively implement projects that address the needs and challenges specific to their communities.
Responsibilities
- Providing comprehensive support to local NGOs in Lebanon, enabling them to better navigate the complexities of project’s implementation and localization.
- Contributing to the sustainable development and resilience of communities across Lebanon, by fostering partnerships, coordinating resources, and offering strategic guidance.
- Collaborate closely with local NGOs to understand their project objectives, challenges, and localization needs.
- Facilitate workshops, training sessions, and consultations to build the capacity of NGO staff in project localization methodologies.
- Foster partnerships and networks among NGOs, government agencies, donors, and other stakeholders to enhance collaboration and resource sharing.
- Implement tailored capacity-strengthening activities for LNGOs, including workshops, training sessions, and seminars.
- Facilitate mentoring and coaching sessions to enhance organizational governance and technical capacities.
- Support LNGOs in understanding and navigating existing humanitarian structures, such as registration and due diligence processes.
- Conduct regular monitoring and evaluation activities to assess the progress and impact of capacity-strengthening activities; ensuring they meet project objectives and timelines.
- Develop and deliver reports on project outcomes and impact to stakeholders and donors.
- Provide hands-on assistance and guidance to NGOs in adapting project strategies, materials, and approaches to local contexts.
- Serve as a liaison between NGOs and external partners, ensuring effective communication and coordination of efforts.
- Provide administrative support to program staff, including scheduling meetings, preparing materials, and managing program resources.
Background
- Minimum of 3 years of experience in project management, with a focus on international development or humanitarian assistance.
- Familiarity with the socio-cultural dynamics and challenges facing communities in Lebanon, preferably with previous experience working in the country or the region.
- Proven ability to work effectively with diverse stakeholders, including local communities, government officials, and donor agencies.
- Proven experience in capacity-building initiatives, with a focus on governance, technical skills, and financial management.
- Strong project management skills, including the ability to prioritize tasks, manage timelines, and ensure the quality and timeliness of deliverables.
- Strong monitoring and evaluation skills, with the ability to measure and report on project impact.
- Bachelor's degree in international development, social sciences, or a related field. Master's degree preferred.
- Fluency in English and Arabic, with excellent written and verbal communication skills in both languages.
- Proficiency in French is a plus.
- Strong interpersonal skills and the ability to build relationships and networks.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Analytical thinking and problem-solving skills, with a commitment to innovation and continuous improvement.
