Première Urgence – Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Shelter, Protection, Health and Food Security Livelihood Recovery sectors.

OVERALL MISSION

1- GENERAL OBJECTIVE

The Deputy Health Project Manager (DHPM) has overall responsibility for the management of the field team to implement and to strengthen the service provision of quality primary health care, PHCC activities, community activities, nutrition or MHPSS activities within PU-AMI Health projects. The latter includes ensuring the timeliness, high quality, and effectiveness of all health activities at the PHCC level and community level, including developing the new component of nutrition and MPHSS in accordance with the timeframe defined by different donors.

 

 

 

 

By the delegation of the line manager, the Deputy Health Project Manager represents PU-AMI before partners, authorities including local municipalities, local actors and communities involved in the implementation of different health projects. The DHPM works under the overall management of the Health Project/Program Manager who ensures that PU-AMI maintains an integrated approach to programming.

 

To perform this position successfully, s/he should be able to:

  1. Provide leadership for health interventions at PHCCs, Hospitals and Community level, through coordinating the programmatic, technical, logistical, and administrative aspects of the project implementation;
  2. Support in the proper implementation of all aspects of the Health project (as per project cycle);
  3. Conduct team management of all operational staff under his/her supervision within the project;
  4. Identify technical support needs;
  5. Ensure adherence of all the activity forms implemented under his/her scope of responsibilities.

2- RESPONSIBILITIES AND TASKS

 

  1. ENSURE THE HIGHEST QUALITY OF IMPLEMENTATION AND MONITORING OF ACTIVITIES AT PHCC AND COMMUNITY LEVEL

 

  1. Ensure that beneficiaries, Primary Health Care Center (PHCC) employees, Secondary Healthcare (Hospitals) employees, and local populations understand the project objectives and participate actively in their implementation;
  2. Assist the line manager in the field assessments /development of new interventions;
  3. Ensure that PU-AMI, international and national standards and guidelines/tools are implemented and followed up by the team members. Report to line manager any disrespect of the rules;
  4. Plan activities and ensure that timelines in activities implementation are met. In the event of delays in project implementation, immediately inform the line manager and propose solutions to the situation;
  5. Work in close collaboration with the Health Department at Coordination and on the field on the medical strategy for projects, quality of activities (i.e. instruments/tools to be used and developed), technical choices to be made, and the reporting obligations and mechanisms;
  6. Track the defined performance indicators, report on progress to his/her line manager and the team, flag any difficulties encountered in project implementation, and propose improvements or reorganization depending on needs;
  7. Analyze data gathered through reports and health reporting tools and propose alternatives to improve program/project implementation;
  8. Track the quality and financial conditions outlined in the PHCC agreement. Respond rapidly to deviations or anomalies by flagging these up immediately to the line manager;
  9. Lead needs assessments to be undertaken related to programs to ensure medical needs & service provision gaps, medical equipment, medications and medical consumables, in collaboration with the BCA Team Manager PHCC Team Manager, and Inclusion & Community Health Team Managers,  Health & Nutrition Team Manager, Pharmacist, and Medical Specialist(s);

 

 

  1. Complete regular visits to the field to ensure proper implementation of activities and to determine any potential gaps;
  2. Undertake monthly analyses and transmit the analyzed data to the line manager and health department at Coordination office;
  3. Provide feedback to the team under their supervision about the progress related to activities based on the health reporting tools;
  4. Ensure proper archiving of all the documents, tools and training materials produced in the context of project(s) and ensure the availability of the verification sources mentioned in the proposals or subcontract agreements;
  5. Transmit the internal and external reports to the line manager, Deputy Field Coordinator/Field Coordinator while making sure to meet the internal deadlines for endorsement (i.e. FFM progress, Reporting tool, etc.) and the external contractual deadlines;
  1. Guarantee the suitability of programs and their accordance with the Health Policy and framework of operations of PU-AMI. Collect the feedback from the team about proposed activities and share them with the line manager.

 

  1. TEAM MANAGEMENT AND CAPACITY BUILDING

 

  1. In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management and support the line manager when needed in: drafting/updating job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;
  2. Support in the construction of the health organizational chart for the base jointly with the Health PM and within the endorsement of the Deputy Field Coordinator and/or Field Coordinator;
  3. Brief newly recruited personnel under his/her management on their roles and responsibilities;
  4. Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
  5. Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and line manager;
  6. Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals) to promote professional development;
  7. Provide technical support and guidance to subordinates under his/her supervision;
  8. Ensure each of the team members has a clear vision on targets and tasks to be perform to ensure the smooth development of program activities (i.e. update key staff work plan, etc.);
  9. Create coordination mechanisms specific to the team and ensure proper program implementation and direct staff supervision on major tasks/roles ensuring high quality implementation;
  10. Identify the training needs of the team and facilitate trainings to them (i.e. organizational and medical support, methodology, organization of training sessions, etc.);
  11. Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or others when required);
  12. Solve team conflicts and ensure team building and discipline.

 

 

  1. ENSURE LOGISTICAL AND ADMINISTRATIVE SUPPORT FOR THE MEDICAL PROGRAM

 

  1. Whenever requested by the line manager, address the logistical needs of his/her team to the Logistics department (base level), in line with available budgets;
  2. Take into account the time and logistical constraints of the mission, as well as the purchasing rules specific to the programs, in order to ensure that requests are raised realistically in light of procurement timelines;
  3. Assist the line manager in preparing Purchase Requests and follow up on the procurement process in coordination with logistics department;
  4. Ensure that PHCCs receive requested supply of medications, medical consumables and Non Food Items which comply with donor and internal regulations;
  5. Communicate to the Logistics Manager/PM on a weekly basis his/her needs related to vehicles and communication equipment for the implementation of program/s;
  6. In coordination with the Logistic Manager, organize the logistical components of his/her programs (delivery, distribution, on-site storage, etc.).

 

 

 

  1. REPORTING

 

  1. Be the primary point of contact for health program implementation in the field regarding Hospital, and/or PHCC activities, and/or community activities;
  2. Provide and ensure timely submission of a monthly project narrative and quantitative (including financial reports) data reports for the aspects concerned the different program(s) implementation to report to the PM;
  3. Provide summarized feedback reports for lessons learnt and opportunities to improve project implementation to the line manager and the Health department.

 

 

  1. ENSURE THE REPRESENTATION OF PU-AMI TOWARDS HEALTHCARE PROVIDERS

 

  1. Whenever requested by the line manager, represent the organization towards local actors involved in the implementation of medical programs, and ensure that good relations are maintained with each of them with respect to the principles of neutrality and independence of PU-AMI;
  2. In agreement with the line manager, attend external meetings on relevant medical matters when they take place, and participate actively;
  3. In the event of visits from Donors, participate actively in the preparation and the smooth organization of the visit in agreement with the line manager, Deputy Field Coordinator and/or Field Coordinator;
  4. Participate in internal meetings, strategy workshops, trainings, etc., and as required by the line manager;
  5. Be aware of the security rules and social and political situation in the field at any time and provide feedback to the line manager.

 

  1. ENSURE THE SAFETY OF PROPERTY AND PERSONNEL

 

  1. Ensure that the safety plan is known by the team falling under his/her responsibility, and that safety rules are respected;
  2. Contribute to data collection on safety issues in his/her field of operations and disseminate them to line manager, Deputy Field Coordinator/Field Coordinator and Security focal point(s)regularly or on an ad-hoc basis if deems necessary;
  3. Ensure security context follow-up in program areas and that the teams are trained and respecting the security rules with the support of the line manager;
  4. Ensure that project(s), methodologies, or selection criteria do not negatively impact beneficiaries, PU-AMI staff or any other personnel. Alert the Health PM/Deputy Field Coordinator/Field Coordinator and Security focal point(s)without delay, in case of impending danger towards teams or beneficiaries.
  1. CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS

 

  1. Participate in identifying health-related needs, in coordination with the Health PM/Deputy Field Coordinator;
  2. In the context of identifying new operations, and together with the Health PM and Deputy Field Coordinator, contribute to the preparation of project proposals for the Health sector;
  3. Participate in the Health strategy development of the mission.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

3- PRIORITIES OF THE DEPARTMENT

  1. Ensure the successful implementation of the mission’s health programs;
  2. Contribute to the strong partnerships with local and international organizations in the health sector;
  3. Ensure strong monitoring of the health context and appropriate responses.

QUALIFICATIONS

MANDATORY REQUIREMENTS

  1. Language skills: Fluent in English and Arabic, (speaking/reading/writing).
  2. Education degree: Bachelor degree required in Health sector (Nurse, Paramedical or another relevant area); Master’s degree in Public Health or in other relevant field of required expertise;
  3. Work experience: General management experience, minimum 3- 5 years of experience in the Humanitarian sector working with vulnerable populations (refugees, displaced persons) or health/Public Health project management;
    • Interest in health financing and research.
    • Proven experience in the Middle East health system working with local and International NGOs. Experience in pharmacy management.
    • Knowledge of the project cycle management and logical framework;
    • Ability to monitor activities’ indicators.
  4. Computer skills:Excellent knowledge of the MS office software including Word, Excel, Power Point, Outlook.
  5. Other:
    • Valid driving license (minimum 1 year);
    • Management and pedagogical skills;
    • Good knowledge of the areas of intervention geography and context, willing to travel locally;
    • Reporting skills/experience.
