Purpose of the role
The Health, Safety, Security, and Access Technical Officer is responsible for overseeing various day-to-day HSS related activities in the relevant area in line with NRC’s policies and procedures. He/she will be providing direct support and interference in the implementation, standardization, and reporting of all HSS activities across the area, while also providing guidance on HSS matters and conducting security risks and assessments. The HSSA Technical Officer will support in developing the standard operating procedure documents, and security packages.
What you will do
- Ensure compliance with NRC policies, guidelines and standards.
- Implement and train staff on NRC HSS policies and procedures.
- Provide daily follow up on all HSS related activities.
- Advice and support staff on HSS procedures, policies, and documents required.
- Advise on best practices, and suggest improvements.
- Assess, promote and document ideas for technical improvement and further program development options.
- Liaise and collaborate with relevant local authorities, stakeholders and communities.
- Report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities, or assets.
- Promote PSEA (Prevention of Sexual Exploitation and Abuse) standards and principles within NRC and amongst beneficiaries served by NRC.
- Ensure own understanding of Duty of Care approaches, to support NRC staff in conjunction with other key stakeholders.
- Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
Specifically you will;
HSS and Access Trainings:
- Co-facilitate security and access trainings for new and existing NRC staff while ensuring all relevant trainings are conducted for a regular basis, as coordinated with country HSSA Manager.
- Provide inductions to new and existing staff members, visitors and expats and ensure yearly update of the informed consent forms.
- Conduct Drills for different possible emergencies including fire and head count drills for the Country Office.
- Maintain HSS training records and database for national and international staff.
- Develop training materials in response to the evolving context.
Infrastructure and Operations:
- Oversee the regular inspections/assess the need of the country office and other premises as applicable providing guidance and procedures for achieving full compliance with the mandatory mitigation measures and compliance.
- Ensure country level compliance with the HSS Minimum Infrastructure and Operations Standards and exemptions are filed and approved.
Travel and Movements:
- Share welcome package with visitors and expats deployed into the country.
- Monitor movement of visitors and transiting staff movements in and out of the country.
- Monitor fleet movements on daily basis.
- Share weekly plans covering the whole country with authorities as necessary.
Data reporting, analysis and Management:
- Monitor, analyze, and update the local political, economic, social, technological, environmental, and legal (PESTEL) context on regular basis and as necessary. Assess possible developments and impacts on current and/or future NRC operations and environment.
- Share HSSA Updates with All Staff at national and Area office levels as applicable.
- Prepare, submit and follow-up on incident reports related to HSSA.
- Record, map and manage safety and security incidents both internally in NRC and within the context in general to be used as guide for adapting set policies and procedures as needed.
- Ensure timely preparation of weekly context and operations reports while maintaining incident database.
Access:
- Liaise with the authorities at national level and as applicable to obtain permits for different areas and nationalities including filming permits. Regularly request the permits and update them as necessary.
Emergency Preparedness:
- Review and update the communication tree for all Area Offices and for Country office and share with all staff on monthly basis.
- Generate, manage and update staff residences map at least on monthly basis.
- Assist in developing the annual revision of area office security plans, evacuation plans, relocation, hibernation, and other related procedures, and provide necessary feedback for the country security plan.
- Support in the CMT Team B as applicable in the absence of HSS Manager.
Administrative:
- Manage filing & data keeping related to the HSSA department.
- Keep Track, inspect and control all HSS equipment available in the HSS storage and replenish as necessary.
- Support and draft HSSA SOPs and Guidelines as relevant.
- Share Weekly HSSA Team Plan with Area Managers and other CMG members as relevant.
- Place PRs and follow-up on procurements related to the HSS. Liaise with the Procurement team and finance teams to finalize the process.
- Support in covering for other HSSA Team members who are on leave.
Professional competencies
- Bachelor’s degree in Political Science, International Affairs or Public Health and Development Sciences or other related field
- Minimum 3 years of experience in in Health, Safety, Security and Access in a humanitarian/ recovery context
- Previous experience from working in complex and volatile contexts
- Previous experience in context analysis and reporting
- Desirable experience in Data Management and Follow-up
- Fluency in English and Arabic both written and verbal
- Sound knowledge of the context in Lebanon
- Experience in staff management, mentoring, couching, training
- Advanced computer skills in Power BI, Office 365 and Microsoft programs
- Sound knowledge of operational risk management
