Under the supervision of the Country Director, the Safety & Security Officer oversees the daily security management of all Acted staff, premises and project sites, and reviews and implements Acted security management guidelines and protocols in line with Humanitarian Principles.
He/she maintains relevant external communication and acceptance, provides permanent monitoring and specific analysis of the security context, maintains open internal communication, advises the Country Director and Senior Management Team on all issues of safety and security and provides appropriate security training and mentoring.
Responsabilities
Context & Risk analysis
- Follow up on any events and developments relevant to Acted’s work in Lebanon.
- Develop and regularly update the country risk profile and the Risk Analysis Matrix.
- Analyse and map main stakeholders and related dynamics, including in relation to Acted.
- Support in carrying out security assessments of new areas of intervention.
Build & maintain Acted’s acceptance in the areas of intervention
- Update and maintain a list of useful contacts.
- Visit all areas of operations across Lebanon and build professional relations with key stakeholders in the area.
- Build strong professional relationships with national authorities, UN agencies, other NGOs, and all relevant stakeholders.
- Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Humanitarian Principles, Acted Code of Conduct, values, and policies with regard to internal and external stakeholders.
- Work closely with coordination and program teams to define Acted’s liaison talking points, visibility and communication strategy.
Premises
- Ensure that all relevant prevention measures are implemented to mitigate safety & security threats at premises as per Acted procedures.
- Conduct and advise on the safety and security assessments of new Acted facilities and submit for HQ’s endorsement.
- Support the implementation and maintenance of security rules for Acted staff at all the bases.
Staff safety and security
- Make sure that each new staff arriving on the mission is properly briefed; Ensure all relevant guidance documents (CSP, SOPs, liaison talking points, etc.) are communicated to all staff and understood.
- Establish and maintain open communication channels and relationships with all Acted colleagues.
- Ensure that all staff are fully cognizant of prevailing threats and fully advised on associated practical means to reduce their vulnerability to those threats.
- Monitor preparedness and conduct/organize warranted staff training (HEAT, evacuation drills, fire safety etc.), as well as for any other required interlocutors.
- Collect, review, approve and monitor Acted international staff out-of-work movements across Lebanon as per current protocols in close collaboration with line manager.
- Ensure constant update of the emergency contact list and timely issuance of Acted ID and access cards.
Internal Guidelines and Reporting
- Regularly update the Country Security Plan (CSP), Standard Operating Procedures (SOPs), relocation, evacuation and contingency plans, adapted to the local context, with relevant colleagues, for validation by the Country Director and endorsement by HQ.
- Ensure compliance with the Minimum Operating Security Standards (MOSS) and develop action plans for security upgrade.
- Prepare and submit timely security incident reports after gathering information related to any security incidents from Acted colleagues.
- Provide timely in-depth information to line manager.
- Timely update all relevant reporting documents as per Acted procedures, to line manager and HQ.
Implementation
- Actively participate in and provide essential and specific updates in coordination meetings (notably the Monthly Program Review, Monthly Coordination Meeting, Crisis Management Team meetings and FLATS meeting).
- Ensure appropriate operational preparedness to operations, relocation, evacuation, contingencies and all other safety and security policies and procedures.
- Track and monitor work movements across Lebanon in close collaboration with the Logistics focal point, using available tools.
- Ensure a proper level of preparation before movements (transportation means and team are adapted, good fleet maintenance, movement rules which are adapted to the local context, etc.), in close coordination with all relevant departments.
- Draft and submit timely movements notifications and annual clearance requests.
- Update Country Director and HQ on current security issues in a timely manner.
Other
- Perform any additional task as requested by line Manager.

Commit to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with line Manager.
Education & professional background
- Strong knowledge of the Lebanon context, local area and dynamics.
- Strong analytical skills.
- Proficient in English (Reading, writing and speaking) and in Arabic (Reading, writing and speaking).
- Minimum of 2 years of professional experience in a similar position in complex humanitarian crisis.
- Demonstrated experience working with local stakeholders, authorities in similar areas and an acute understanding of the procedures and hierarchies they incorporate.
- Demonstrated capacity to communicate with people and write reports, including attention to accurate and precise communication.
- Previous experience working with NGOs on humanitarian and/or development activities preferred.
- University Degree in relevant field ( Human Rights, International Humanitarian Law or other fields related to social development and humanitarian work, security or risk management)
- Master degree in humanitarian studies or risk management or other fields related desirable
- Technically proficient with Excel, Power Point and Word.
- Good understanding of humanitarian safety practices and principles.

Flexibility:
Remote work: one day of working from home per week if work schedule allows.
Flexibility to arrive to office between 7:30 am and 9:30 am, employee should cover 8:30 working hours per day including 30 minutes lunch break.
Emergency Leave : ACTED staff are allowed, after manager’s approval, to leave during their working hours for 30 minutes to 2 hours in case of emergency and to compensate it within 5 working days.
