Job description:
Under DG-ECHO funds, through a Cash-plus approach, the project aims at strengthening the abilities of people living below the survival threshold to meet their basic needs and to be prepared to respond to future shocks in Akkar Governorate, The project focuses on A) providing basic assistance to vulnerable Lebanese households linking Multi-Purpose Cash Assistance (MPCA) with Short-term Emergency Livelihood with the aim of reducing the level of socioeconomic vulnerability affecting food security of individuals. B) The enhancement of the early response capacity during the project implementation (Crisis Modifier) targeting affected by additional natural and human-induced disasters that may occur in the targeted area, by addressing in a timely manner immediate and life-saving needs.
Within this framework, WeWorld seeks to recruit 2 Project Officers to implement the 14-month project. He/She will be responsible, under the direct supervision of the Project Manager, for successfully implementing WeWorld component. The thematic focus of the position is Humanitarian Response, Cash, Basic Assistance, and Emergency Response.
Coordination, Implementation and Monitoring:
- Support the PM in setting up and implementing the project activities, including coordination with local authorities, partners, and other stockholders;
- Set up and implement Cash assistance distribution and disbursement to targeted HH according to the agreed modalities, including market studies and monitoring of service providers in close coordination with the MEAL, Logistics, and Finance departments;
- Set up and implement Basic, WASH, Shelter Assistance, and Emergency Response under Crises Modifier activity, including the coordination with Logistics and MEAL departments;
- Closely monitor, follow-up, and liaise with the contracted goods and services providers and report progress to the PM;
- Facilitate the coordination with the Logistics and Finance departments for the management of goods and services suppliers, and the implementation of the activities;
- Support the PM in the project follow-up: partnerships follow-up, respect of work plan and expenditures, and reporting.
Communication and Reporting:
- Undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, local communities, partners, and stakeholders in all stages of project design and implementation under the direct supervision of the Project Manager;
- Support in the selection of beneficiaries, goods/service providers, and data collection;
- Support the development of tools and materials for project implementation and monitoring.
- Facilitate and ensure the respect of donors’ and partners’ visibility guidelines in all external communication tools;
- Redacts/edits official letters to local stakeholders and partners;
- Manage the data collection, Validation Assessments (VA), Rapid Needs Assessments (RNA), Focus Group Discussions (FGDs), Key Informants Interviews (KII), and community consultations relevant to the successful implementation of the project and supporting studies of new proposals;
- Monitor and assess the progress of implementation of activities in collaboration with the MEAL department and provide suggestions of corrective measures to the PM when required;
- Prepare reports to the PM regularly and timely, including accurate information and ensuring confidentiality of sensitive information, and prepare other reports foreseen in the contractual agreement;
- Facilitate the collection of media material and the production and dissemination of communication tools;
Other tasks:
- Implementation of other specific tasks assigned by the Line Manager and preparation and transmission of additional information requested by the Head of Programmes.
ESSENTIAL REQUIREMENTS:
Qualifications and Knowledge:
- A university degree or equivalent in the field of Social Science, Economics, Engineering, Project Management, or similar
- Fluent in written and spoken English and Arabic
Professional experience:
- Minimum 3 years of similar experience, preferably on CVA and Emergency projects;
- Experience and knowledge of project cycle and project monitoring tools;
- Proven experience in the implementation of Cash and Voucher (distributions, and disbursements.), Basic Assistance, Emergency Response activities, management of distribution and monitoring services providers;
- Previous working experience in CVA, Emergency and Crises Management projects in rural and conservative contexts, and in-depth understanding of local social and political contexts;
- Previous work experience with international NGOs.
Skills and Abilities:
- Good communication skills, in written and spoken, adapted to different levels;
- Ability to identify, initiate, and maintain good relationships with local communities and authorities;
- Proven organizational skills and ability to effectively manage tasks and perform under stressful conditions;
- Capacity to work autonomously and in problem prevention/resolution;
- Integrity in line with the NGO values and ethical standards;
- Cultural, gender, religion, and age sensitivity and adaptability;
- Strong commitment to the humanitarian principles, FCRMs, and AAP way of working.

- Previous experience in Lebanon, particularly in the Akkar;
