Working in Lebanon since 1993, Mercy Corps is committed to generating positive opportunities for women, men, boys and girls from Lebanese, Syrian, and Palestinian communities. In response to the escalating tensions and conflict in South Lebanon and the neighboring region, Mercy Corps along with its local partners are implementing an integrated and localized community-based response to meet the most urgent needs of displaced families, as well as alleviating the burden of host families who are already under stress from the prolonged economic crises that the country has been suffering from in recent years. The response includes a variety of interventions, including and not limited to, multi-purpose cash assistance, NFI, Food Kits distribution.. and designed in an agile and responsive way meeting the progressively the different needs of the displaced population.
General Position Summary
The Emergency Response Senior Monitoring, Evaluation and Learning (MEL) Officer is responsible for proactively supporting the overall MEL strategy, procedure and implementation of Mercy Corps’ Lebanon response to displacement of populations in South Lebanon. The Sr. MEL Officer is expected to contribute to the quality assurance of program implementation. S/he will contribute to the monitoring and evaluation functions related to tracking project progress and quality, collecting useful, timely and actionable information for management, and contribute to the frequent review, reflection and key learning process to improve performance.
The Sr. MEL Officer will play a key role in the refinement and maintenance of a performance monitoring framework, designing data collection tools and databases, data collection tools, and issue tracking system, collection, consolidation and analysis of data collected by partners, regular progress monitoring of the activities and coaching on data collection, reporting of data analysis and drafting of analytical reports. The Sr. MEL Officer is expected to play a leading role in the successful implementation of the emergency response in contributing to assessments, partners’ capacity strengthening, development of SOPs and distribution modalities, regular monitoring of activities, and rolling out of Post Distribution Monitoring (PDM) and other evaluation initiatives.
S/he will assist in implementing review and learning processes (e.g., complaints mechanisms, feedback loops, lessons learned documentation and sharing, etc.). S/he will work closely with partners and other stakeholders involved in program implementation in order to ensure a coherent and comprehensive program is implemented, lessons are learned and experiences shared across the various sectors and program teams.
Essential Job Responsibilities
- Actively contribute to the coordination, prioritization and organization of MEL actions & resources to achieve emergency response objectives in accordance with MCL Emergency Response MEL Standard Operating Procedures (SOP).
- Support the development and update of project databases to facilitate timely information updates, data quality assurance, sharing of information and learning, performance monitoring framework, data collection tools and databases, and issue tracking system.
- Lead on data collection, data entry, data cleaning and data analysis activities as needed, leveraging Mercy Corps’ MEL digital Tech Suite (i.e. Commcare, Microsoft Azure, Powerbi).
- Support the coordination of data collection, consolidation, and analysis processes in coordination with program partners.
- Manage field enumerators’ workplan and hire daily enumerators as needed.
- Coordinate with partners regarding the data collection process, ensuring alignment with project objectives and methodologies.
- Conduct regular monitoring visits and spot checks to the different project locations.
- Contribute to assessments, partners’ capacity strengthening, development of SOPs and distribution modalities.
- Support with drafting assessment scope of work (SoW) and analytical reports, including quarterly updates to inform adaptation, as well as internal and external reporting.
- Roll out Post Distribution Monitoring (PDM) and other monitoring and evaluation initiatives.
- Support the emergency response team to ensure close communication with everyone involved in monitoring, evaluation, and learning activities, including partners, UN and other agencies, government departments, and relevant coordination bodies.
- Support the emergency response team to ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
- Help integrate community approaches, gender sensitivity and capacity building into all MEL activities as appropriate.
- Help ensure all MEL interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
- Provide other emergency response team members with information, tools and other resources to improve performance and reach objectives.
- Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.

Accountability
Reports Directly To: Program Performance & Quality (PAQ) manager
Works Directly With: Emergency Response team members and partners, Emergency Response Coordinator, PaQ Manager, Director of Programs, CARM Coordinator, Country Director, MEL leads, regional and global PaQ, MEL and IT teams.
Knowledge and Experience
-
- BA/S or equivalent in relevant field required;
- 2-3 years experiences of working in the Monitoring and Evaluation field, preferably in emergency programs involving cash transfer and in kind distribution.
- Previous experience in operating in complex environments required. Experience in humanitarian settings and emergency responses is a must. Moreover, experience working in South Lebanon is preferrable.
- Demonstrated experience working with partner organizations is a plus.
- Good understanding of emergency response M&E, including post-distribution monitoring.
- Strong data collection, data cleaning and data analysis skills (both Quantitative and Qualitative) is a must. Strong statistical skills are a plus. Experience with tech for MEL digital tools and software (Commcare, Kobo, ODK, Microsoft Azure, PowerBi) is a plus.
- Training and coaching skills is a plus.
- Demonstrated attention to detail, computer skills, organization skills, and ability to follow procedures, meet deadlines, and work both independently and cooperatively with team members.
- Proven ability to learn quickly; lead a program to achieve stated results and objectives.
- Knowledge of SPHERE and other humanitarian programming standards is a plus.
- Effective verbal and written English skills required.
