Assignments and functions:
The Field Officer will follow up on the daily implementation of the Cash for Education (CfE) activities in public schools according to the workplan and priorities set with the Project Coordinator. In addition, s/he will ensure proper coordination with AVSI Education, Inclusion and MEAL departments, enumerators, school directors and other stakeholders. The Field officer will oversee the data collection and registration processes, will provide training and coaching for the Enumerators as needed and will also be involved in supporting school directors in referring children with disabilities (CwD) and conducting follow-ups on absenteeism including phone calls and home visits.
I- Organization, Planning and Reporting
– Closely work with the Project Coordinator to prepare detailed workplan and forecast the resources needed for the project implementation in the assigned areas.
– Support and oversee the data collection and registration activities in the school
– Coordinate with the Enumerators and AVSI MEAL department to ensure the correct functioning of: data collection, registration and follow up on absenteeism as per the set targets and deadlines.
– Provide reports on regular basis in order to follow up on the activities of the project highlighting the progress, the challenges, and the proposed solutions to supervisors.
– Coordinate with school directors on regular basis for effective implementation.
– Oversee and support the dedicated follow-up on project activities in the field.
II- Technical Component
– Ensure that the activities directly implemented by the Enumerators are carried out in compliance with the donors’ rules and selection criteria
– Oversee the data collection, registration and follow up on absenteeism of eligible children in the CfE program, ensuring accurate and reliable data.
– Support school directors in identifying children with disabilities and facilitate their referral to support services as per MEHE’s circular 26/2022
– Ensure proper and timely synchronization of data into UNICEF MIS by enumerators
– Ensure continuous follow up and support to enumerators for the overall implementation of the program within the agreement.
– Ensure adherence to the program intervention strategy and technical guidance provided by UNICEF.
III- Child Protection
– Ensure that all Enumerators working in the public schools are respecting the conditions of AVSI Child Protection, child safeguarding and PSEAH policies on which they signed.
– Collaborate with enumerators to follow up on children with a high level of absenteeism, addressing the reasons and activating referrals to external services respecting the confidentiality of child protection related cases.
IV- Use of the project’s resources
– Ensure that the program is carried out in compliance with donor’s and AVSI’s administrative procedures.
– Guarantee the exclusive use of the hotline for professional purposes: communication with caregivers and school directors.
V-Others
– Participate actively in all mandatory UNICEF training on MIS, PSEA, and Inclusion.
– Participate in all home visits and support in phone follow-ups with caregivers based on identified needs.
– Perform other duties within areas of responsibility as requested by the supervisor
