Division Summary 

RTI International is supporting education development around the world by strengthening education policy, management and practice to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, FCDO and other donors and clients.

Project Summary 

USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).

Position Description 

RTI is seeking a Program Manager for Low-Cost Private Schools in Lebanon. The Program Manager will be responsible for coordinating, overlooking and ensuring day to day smooth implementation of program activities at the private schools’ level and adherence to logistics and administration at the central and regional level.

Supervisor: Program Implementation Director  

Responsibilities

Primary responsibilities will include but are not limited to:  

  • Manage and support the day-to-day implementation of the project activities in private schools.
  • Develop detailed work plans with clearly defined activities and specific results-based ensuring quality, timely delivery within scope and budget.
  • Overlook, provide technical support, and guidance of the specialist team (during program planning, implementation, and reporting on the activities) to ensure quality and timely delivery of interventions.
  • Supervise and manage coordination to effectively implement and monitor adaptive management initiatives as necessary.,
  • Facilitate the training roll-out, including materials development and quality assurance activities in regions; manage the workshops/meetings logistics and all related arrangements.
  • Hold orientation sessions/meetings and workshops to ensure quality of deliverables.
  • Ensure proper knowledge management – Supervise field data collection/data entry quality and assure its circulation to both programming and MERL for ongoing analysis, timely and adaptive decision making.
  • Monitor the impact of the field intervention and promote learning by documentation of best practices /lessons learnt/ case studies, to shape strategies and approaches and contribute to broader teaching and learning.
  • Report regularly on the field progress to the Program Implementation Director, all field related activities and adapt and adjust as necessary.
  • Work closely with Senior Management and technical consultants/ specialists, troubleshoot complex problems related to the project’s technical approach and deliverables.
  • Coordinate regularly with the partners’ Program Managers to align implementation of field activities.
  • Travel regularly to the regions to monitor and follow-up on project activities and ensure the quality of program’s roll-out.
  • Represent RTI team at meetings and conferences as needed.
  • Perform additional tasks as needed and requested by the project management.

Qualifications

Required Skills and Qualifications: 

  • Master’s degree in education, or similar degree in social sciences.
  • Minimum 5 years’ experience in management of education and development programs.
  • Knowledge of the public education sector.
  • Proven capacity to supervise, train and coach a field team.
  • Excellent decision-making and leadership capabilities.
  • Proven experience and technical ability to manage a large project.
  • Effective interpersonal, communication, management, and negotiation skills proven through successful interaction with stakeholders, including senior government officials, regional/local authorities, experts and NGOs/communities.
  • Demonstrated ability in team management and collaboration.
  • Fluency in Arabic and English required, French fluency is preferred.
  • Ability to work on multiple tasks and flexibility with project demands.
  • Please note as part of the interview process, a writing sample will be requested from the finalist.

Work environment: Field-based with logistics and reporting done at the QITABI 3 offices
