1. Purpose (Please highlight the general functions for which the position is responsible. Why does the position exist and what must it accomplish)
CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.
CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

4. Specific Duties and Responsibilities
Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (limit responsibilities to five). Responsibility #1: Project Implementation & Field work
- Lead livelihood and protection focused projects at CARE.
- Pro-actively work toward reaching the project objectives;
- Ability to build the capacities of local partners in outreach, profiling, counseling, training preparation, data collection, and reporting.
- Support the identification of beneficiaries in the targeted areas and ensure high quality of data collection during the assessments and baseline;
- Outreach & follow up with relevant actors such as Youth Committees, Universities, and vocational schools, NGOs/ community focal points about the current project.
- Conduct daily field monitoring visits to provide support when needed to ensure quality implementation in all areas (North Lebanon and South Lebanon).
- Develop, update and follow up a detailed work plan, in line with donor agreement and in agreement with the CARE FSL coordinator
- Oversee the collection and maintenance of data of the program for statistical purposes according to the confidentiality/privacy policy of the organization
- Follow-Up with recommended profiles on their eligibility for different types of activities.
- Develop and maintain the participants' database for follow up and reporting purposes.
- Assist in the development of training/ awareness raising learning materials, organize and conduct trainings for program participants and stakeholders.
- Support in MSME and start up identification component of the project may be required.
Responsibility #2: Reporting & Information Sharing
- Draft narrative and quantitative reports as per CARE internal requirements and donor requirements.
- Ensure internal communication and information sharing on project with relevant staff (Economic Development and Livelihoods Coordinator, Communication, Advocacy and lnfonnation management focal point, M&E team etc.).
- Representation and Coordination
- Support the project manager and relevant colleagues in ensuring CARE representation in the relevant technical coordination meetings at field level and all relevant forums at the field level and vis-a-vis relevant actors and partners as relevant to the project (MSME/Private Sector, municipalities, UN agencies, INGOs, local NGOs, community focal points, etc.).
- Support in the organization of field visits by donors, peer agencies, CARE Members, Media, etc.
- The Youth employability consultant will also have to fulfill any other task as requested by her/his supervisor depending on the programmatic priorities in the Field Office.
Responsibility #3: Program Quality and Leaming
- Support the M&E system for this project and ensure it is implemented effectively.
- Working with consultants that are contracted to carry out surveys and studies planning purposes or evaluating project effects and impacts. This will include informing and joining external supervision or evaluation missions and providing direct knowledge of the situation in the field during such exercises where needed.
- Collect, analyze and report on project data at input, output and outcome levels.
- Designing and maintaining an up-to-date database for tracking quantitative data progressively as project implementation progresses to support the regular reporting.
- Suggest and pilot new approaches and methods to improve the quality of delivery.
Responsibility #4: Winterization project coordination
- Coordinate with the relevant teams and stakeholders to ensure smooth implementation of the winterization project
- Ensure that the project objectives and activities are in line with the winterization project plan
- Provide support in monitoring the progress and performance of the winterization project
- Ensure timely and quality reporting on the winterization project as per internal and donor requirements

5. Qualifications / special skills or knowledge
(Indicate what expertise and experience, i.e. special skills or knowledge are required / essential to perform the specific tasks and responsibilities stipulated above)
a. Skills & knowledge:
- Experience in managing projects and databases.
- Extensive knowledge in Livelihoods and Protection Sector
- Experience in working with and through local partners
- Extensive experience interacting with and relating to gender professionals and international stakeholders at senior level.
- Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
- Motivated self-starter who enjoys working in a collaborative and international environment
b. Experience: Number of months/ years of previous professional experience in a similar position.
Examples: languages; planning; budgeting; word-processing, basic accounting; advanced written communications; presentations; fundraising; training/facilitation, etc.
At least 3-5 years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on fata collection and analysis
c. Academic background: ex. high school diploma; college degree (specify major/minor); specialty (ex. Accounting). Include the following phrase when possible: “or equivalent combination of education and work experience.”
Bachelor’s degree in one or several of the following areas: Business
- Languages: English and/ or Arabic are the working language of CARE International in Lebanon.

6. Other contract elements
Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.
Any extension of this contract is dependent on performance review and funding availability.
