The project is designed to support the Ministry of Public Health (MoPH) strategy to establish a pro-poor Universal Health Coverage program. The project aims to increase access to quality healthcare services to poor Lebanese identified by the Ministry of Social Affairs (MoSA) through the National Poverty Targeting Program (NPTP), based on a proxy-means testing targeting mechanism. All identified individuals will benefit from comprehensive packages of defined health services delivered at 204 Primary Health Care Centers (PHCCs) selected from the MoPH PHCCs network.
The Ministry of Public Health is seeking to recruit a Monitoring and Evaluation Officer to assist in overall project implementation. The tasks of the Monitoring and Evaluation Specialist will include: (i) Monitor the project Results Framework (RF) and ensuring data regarding project RF indicators are tracked, compiled, analyzed, and reported on time to the Project Manager and to the World Bank; (ii) Assess the general M&E requirements of the project and identify data collection and analysis methods, report, and use of information for management purposes; (iii) Work with the Information Technology (IT) team to design, implement, and improve a sustainable integrated computerized M&E system to monitor project implementation progress; (iv) Draw up relevant M&E report forms to be completed on monthly, quarterly and/or semi-annual basis; (v) Prepare quarterly, biannual and annual summary reports, analyze trends, detecting, alter, and advise about adverse trends, and recommend actions to the Project Manager on the results of the reports and summary sheets; (vi) Prepare monthly project reports to the Project Manager for all project activities; (vii) Prepare semi-annual reports to senior MoPH management and World Bank and standardize the reporting process through the progress report; (viii)Coordinate and work closely with PHC department and senior management at the ministry; (ix)Coordinate with the TPMA on analysis of data produced at PHCC and incorporate analysis in the progress report; Perform other relevant duties as required.

A Monitoring and Evaluation Officer will be selected in accordance with the procedures set out in the World Bank's Procurement in Investment Project Financing Goods, Works, Non-Consulting, and Consulting Services (dated July 2016 and revised in November 2017, August 2018 and November 2020).

Monitoring and Evaluation Specialist

- BACKGROUND AND OBJECTIVES
The Government of Lebanon (GoL) has received financing from the World Bank toward the cost of the Lebanon Health Resilience Project (LHRP) and Strengthening Lebanon’s Covid-19 Response Project (SLCRP).
The LHRP is a seven-year project that aims to increase access to quality healthcare services to poor Lebanese and displaced Syrians in Lebanon and to strengthen the Government’s capacity to respond to COVID-19. This project will: (i) provide subsidized packages of essential healthcare services to 210,000 vulnerable Lebanese living under poverty line identified by the Emergency Social Safety Net (ESSN) Project; (ii) strengthen the technical and organizational capacities of the Ministry of Public Health (MoPH), Primary Health Care Centers (PHCCs), and public hospitals; (iii) cover the hospitalization bills for COVID-19 and non-COVID-19 claims at private and public hospitals for uninsured Lebanese; and (iv) strengthen the Government of Lebanon’s capacity to respond to COVID-19 pandemic.
The SLCRP is a 1.9-year project financed by the World Bank. The project will finance payment of hospitalization bills for COVID-19 and related health conditions to public hospitals and eligible private hospitals, using provider payment methods as agreed with the World Bank. The project will also finance the procurement and the deployment of COVID-19 vaccines and the operations that support the vaccination rollout, goods needed for the prevention, detection and case management of COVID-19 and related health conditions for public hospital. The project will support the procurement of new medical equipment or the maintenance of old equipment in public hospitals providing COVID19 and related health conditions medical services.
- RESPONSIBILITIES
The MoPH is seeking to recruit a Monitoring and Evaluation (M&E) Specialist. The tasks of the M&E officer will include:
- Monitoring the project Results Framework (RF) and ensuring data regarding project RF indicators are tracked, compiled, analyzed, and reported on time to the Project Manager and to the World Bank;
- Assessing the general M&E requirements of the project and identifying data collection and analysis methods, reporting, and use of information for management purposes;
- Working with the Information Technology (IT) team to design, implement, and improve a sustainable integrated computerized M&E system to monitor project implementation progress;
- Drawing up relevant M&E report forms to be completed on monthly, quarterly and/or semi-annual basis;
- Preparing quarterly, biannual and annual summary reports, analyzing trends, detecting, altering, and advising about adverse trends, and recommending actions to the Project Manager on the results of the reports and summary sheets;
- Preparing monthly project reports to the Project Manager for all project activities;
- Preparing semi-annual reports to senior MoPH management and World Bank and standardizing the reporting process through the progress report.
- Coordinating and working closely with PHC department and senior management at the ministry
- Coordinating with the TPMA on analysis of data produced at PHCC and incorporating analysis in the progress report.
- DURATION
The contract period is for one year, extendable upon satisfactory performance and mutual agreement. The first six (6) months will be considered as probationary period, based on which the consultant’s performance will be evaluated. The contract may be terminated with no remedy if the performance was evaluated as not satisfactory.
- REPORTING REQUIREMENTS
The M&E Officer will report to the Project Management Unit’s (PMU) Project Manager and will be expected to work closely with the PMU staff, PHCCs and public hospitals.
- QUALIFICATIONS
Education:
- Graduate degree in public health, quality management, economics, sociology or any relevant discipline
Knowledge and Experience:
- At least 3 years of previous experience in monitoring and evaluation;
- Strong understanding of M&E frameworks and its role in project implementation;
- Experience in working on World Bank projects is desirable; and
- Experience in working with the public sector in health / social protection domains is desirable.
Skills and Abilities:
- Strong communication skills, both written and verbal, in both English and Arabic;
- Excellent knowledge using computer software (Word, Excel, PowerPoint, and Microsoft Project), project planning software, and database management;
- Demonstrated ability to assume a leadership position in a team-based environment;
- Ability to carry out assignments in accordance with instructions and guidelines;
- Ability to use analytical tools and qualitative and quantitative techniques; and
- Strong interpersonal skills and pro-active approach to problem solving.
