Division Summary:  
RTI International is supporting education development around the world by strengthening education policy, management and practice to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, FCDO and other donors and clients.

Project Summary:  
USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).

Position Description: 
RTI is seeking a Literacy Program Officer in Lebanon. The Literacy Program Officer will be responsible for coordinating, monitoring and ensuring day to day smooth implementation of program activities at the private schools’ level and adherence to logistics and administration at the central and regional level.

Place of work: Beirut, Lebanon
Supervisor: Senior Literacy Specialist

Primary responsibilities will include but are not limited to:

  • Contribute to researching best practices in primary education, and blended learning in low resource contexts, and create easy-to-read summaries of practices that can be adapted to the local context.
  • Contribute to developing teachers’ guides and resource packets to assist teachers in integrating the developed resources into their teaching practice.
  • Produce, review and evaluate primary Literacy educational resources in light of Lebanese Literacy curriculum.
  • Support in reviewing literacy resources including diagnostic, formative, and summative assessments relevant to Lebanese curriculum and inclusive material.
  • Translate/ review, and enhance Literacy resources including lesson plans, PowerPoints, videos, etc, using structured pedagogy as requested by the Senior Literacy Specialist.
  • Proofreading of all materials prepared by the Consultants.
  • Contribute to the preparation of training materials. Facilitate and train public schools and -private teachers.
  • Prepare and present in workshops and meetings.
  • Support in meeting and workshop logistics.
  • Perform additional tasks as needed and requested by the Senior Literacy Specialist or Project Management.

Required Skills and Qualifications: 

  • Master’s degree in education (Arabic, English, or French) or Bachelors degree plus one year of relevant experience.
  • Four years’ experience in similar development education programs preferred.
  • Knowledge of the public, and private education sector.
  • Knowledge of national curriculum and policies in languages in Lebanon.
  • Proven capacity to support in training the field team.
  • Knowledge of classroom-based assessment systems.
  • Effective interpersonal, communication, skills.
  • Fluent in Arabic and English, and French.
  • Ability to work on multiple tasks and flexibility with project demands.
  • Be able to travel in Lebanon and outside of the country for conferences/meetings.
  • Experience teaching and/or working at the private or public-school level in Lebanon.
  • Experience in USAID project is a preference.

Candidates will be assessed against the requirements of the position based on their qualifications, professional experience and skills. Additionally, a written test will be administered for further assessment.

Work environment: Position is based in the Beirut office with field work in the regions.
