RTI International is supporting education development around the world by strengthening education policy, management and practice to achieve measurable improvement in teaching and learning. Project Summary:
USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).
Position Summary:
RTI is seeking a Systems Strengthening Specialist in Lebanon. The Systems Strengthening Specialist will play a key role in enhancing the efficiency, effectiveness, and resilience of organizational systems and processes. The specialist will collaborate with various departments at CERD and MEHE to assess, design, and implement strategies that optimize internal operations and contribute to the overall organizational development.

Primary responsibilities will include but are not limited to:
- Assume a lead role in various stages of implementing the systems strengthening program and project capacity development strategies:
- Assess the existing organizational systems, identifying strengths, weaknesses, and areas for improvement.
- Collaborate with stakeholders to gather data and analyze existing processes to identify areas for enhancement.
- Design and propose innovative solutions to enhance operational efficiency and effectiveness:
- Devise an implementation plan and ensure close monitoring and per project indicators.
- Regularly review and assess the performance of implemented changes, making adjustments as needed.
- Play a key role in designing and implementing a holistic system strengthening and sustainability approach:
- Offer expert technical guidance to CERD and MEHE departments, covering all facets of their work related to systems strengthening.
- Direct efforts to enhance the effectiveness and sustainability of capacity-building initiatives.
- Develop and deliver training programs.
- Enhancing institutional and systems effectiveness to align with organizational mandates.
- Recommend and implement process improvements to enhance overall efficiency.
- Provide ongoing support to ensure the successful integration of new processes.
- Foster effective communication and collaboration across departments to ensure an integrated approach to systems strengthening.
- Act as a liaison between technical and non-technical staff to facilitate understanding and cooperation.
- Oversee the development and implementation of robust data management systems.
- Ensure data integrity, security, and accessibility in alignment with organizational needs.
- Oversee the integration of technology to enhance operational processes.
- Explore and recommend technological solutions that align with organizational goals and contribute to systems optimization.
- Devise an effective performance monitoring and management system.
- Support in any other requested task.
Required Qualifications
- Master’s degree in education, Social Sciences, or a related field, demonstrating a high level of academic proficiency.
- Proven experience of at least 8 years working in systems strengthening, organizational development, or a similar role.
- In-depth knowledge of best practices in process optimization, change management, and capacity building.
- Expertise in capacity development and/or institutional strengthening,
- Strong analytical and problem-solving skills, with the ability to think strategically.
- Demonstrate a successful track record of working on donor-funded projects with scopes of work similar to the current assignment.
- Excellent communication and interpersonal skills to collaborate effectively with diverse teams.
- Familiarity with relevant technologies and their application in organizational settings.
- Fluent in English and Arabic, knowledge of French is an advantage.
- Ability to work on multiple tasks and flexibility with project demands.
