Project Summary:
USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).
Position Summary:
RTI is seeking a Program Implementation Director in Lebanon. The Program Implementation Director will play a key role in enhancing the efficiency, effectiveness, and resilience of organizational systems and processes. The specialist will collaborate with the team of specialists, managers, and various departments at MEHE, and CRDP to effectively design, implement, and monitor interventions and adaptive management initiatives to achieve project outcomes.

Primary responsibilities will include but are not limited to:
- Work closely with the Specialists Team and partners’ Program Managers to:
- Ensure the quality implementation of activities, and the roll-out of the New Learning Cycle Plus approach,
- Take ownership of all field-based implementation activities to guarantee proper implementation.
- Provide accurate regional data encompassing both programming and management to the Monitoring, Evaluation, and Learning (MEL) team and Deputy Chief of Party (DCOP), facilitating ongoing analysis for timely and adaptive decision-making.
- Design and roll-out of training at national and regional level, materials development, and quality assurance activities in regions.
- Oversee materials development processes, ensuring the highest quality standards are met.
- Ensure the strategic design and successful rollout of training initiatives at both national and regional levels.
- Implement rigorous quality assurance activities within the regions to support program roll-out.
- Responsible for all aspects of coordination and communication between the technical specialists and program managers to effectively implement and monitor adaptive management initiatives to achieve project outcomes.
- Take responsibility for all aspects of coordination and communication between Technical Specialists and Program Managers.
- Facilitate effective communication channels to streamline the implementation and monitoring of adaptive management initiatives.
- Ensure collaboration among different stakeholders to achieve project outcomes and enhance overall project success.
Required Qualifications:
- MBA or master’s degree from an accredited university in education, development, or additional experience in similar types of programs.
- At least 10 years of relevant technical management of large-scale, complex international development assistance programs in diverse geographic locations, including supervisory experience preferably with USAID.
- Strong interpersonal and training skills, with demonstrated cultural sensitivity and experience working with large and geographically dispersed teams.
- Previous experience with an international non-profit organization.
- Fluency in English, both verbal and written as well as fluency in Arabic is required. Knowledge of French preferred.
Candidates will be assessed against the requirements of the position based on their qualifications, professional experience and skills. Additionally, a written test will be administered for further assessment.
