In its work, the Foundation relies on humanitarian standards to carry out its activities with integrity, effectiveness, and consistency.
Jafra in partnership with Deutsche Welthungerhilfe e. V. (WHH), conducting a project supported by BMZ for “Strengthening women's livelihoods and increasing the resilience of vulnerable communities engaged in smallholder and subsistence farming” with a specific focus on the Palestinian camps in Beirut and in the South. For which the Procurement officer will be appointed for.
Objective
Objective
The aim of this appointment is to proficiently oversee the procurement processes required for the project's implementation, ensuring compliance with established procurement procedures, as well as the laws and regulations set forth by Jafra and WHH.
Reporting
The Procurement Officer will report to the Finance Manager.
Qualifications and Experience
The Procurement Officer should have:
• A Bachelor’s Degree in Business Administration, Management Studies, Finance, or Procurement Management or another related field.
• Computer competence in software packages: Microsoft Word, Excel PowerPoint.
• More than 2 years-experience in Procurement within projects funded by international organizations.
• Familiarity with Donors and procurement policies.
• Demonstrated the ability to motivate and promote collaboration among diverse team and team members.
• Demonstrated analytical and problem solving and negotiating skills with the ability to balance program objectives and procurement requirements.
• Excellent written, oral and interpersonal skills and ability to communicate effectively with the financiers.
Position Responsibilities
The Procurement Officer will:
• Perform procurement duties in in full compliance with Jafra and WHH policies.
• Support the program manager in the procurement planning and coordinate procurement activities of the goods and services.
• Support the Project Manager in the preparation of the PSRs
• Draft and advertise the tenders’ calls, RFQ and collect offers.
• Prepare SBA, technical and financial evaluations.
• Prepare GRNs, POs, contracts and payment requests.
• Take full responsibility for receiving, inspections and deliveries of the purchased goods and services.
• Maintain an adequate documentation for the full procurement process
• Coordinate and facilitate the procurement committee sessions.
• Maintain an active and updated suppliers list and performance review.
• Maintain an updated procurement tracker.
• Support Area Coordinators to purchase supplies and to find suppliers.
• Establish preferred supplier agreements for commonly used items.
• Maintain records and supporting documents that are necessary to account for all purchases and distribution of goods and services related to the implementation of the Program.
• Coordinate with the Projects Managers and concerned recipients on the delivery of items.
• Handle Logistics & Procurement issues in accordance with the procurement manual.
• Ensure that all necessary documentations and supporting documents are properly filled and archived in both hard and soft versions.
• Ensure compliance with the procurement and Logistics Handbook, other policies, and donor requirements in all procedures and processes.
• Supervise all the warehouse movements and report it accordingly.
• Coordination with all service providers in the center’s area.
• Be in charge of all the maintenance needed for the centers.
• Coordination with external helpers for work-related issues
• Follow up all the office’s needs (refreshment, supplies, utilities…)
• Updating the management with all new services available in the region that can benefit the organization’s needs.
• Coordinate with various units to ensure that all requests presented adhere to the policies & procedures.
• Participate in the procurement and project’s weekly coordination meetings
Location: Beirut (Base), Beirut and South (Field)
Duration: 24 months (renewable based on performance and fund availability)
Deadline: 2nd of January, 2024
