The Quality Assurance manager supports the Standards and Training Manager for the overall management and implementation of the MAG operational Quality Management System. He is specifically responsible for ensuring Quality of operations (in line with the NMAS, IMAS, SOPs, MAG GTS) and providing appropriate technical guidelines to all operational staff members.
Principal Responsibilities
Operations
- Implement the Quality Management System (QMS) of the MAG Lebanon program with the guidance of the Standards and Training Manager, ensuring that the system is applied in a fair, safe and equitable manner, and that accreditation, licensing and monitoring is carried out correctly.
- Conduct routine QA/QC assessments and monitoring of NTS, technical survey/clearance, task completion and post clearance activities.
- Debrief the teams on QA/QC achievements and QA/QC assessments and ensure that all quality assessment data is captured on the program Information Management System (IMS) and is reported to the relevant Authorities.
- Provide guidance on any specific corrective actions to be taken by MAG following an assessment, which finds standards are not being met, and/ or critical and non-critical non-conformities.
- Monitor teams in the field as a continuation of the training packages and reports on findings through the identified reporting channels.
- Ensure that all health and safety aspects are up to date and according to the MAG SOP’s.
- Assist with incident/ accident investigations as required.
- Provide training as directed by the Standards and Training Manager.
- Assist with refresher training and/ or remedial training as needed to ensure that skills and knowledge are up-to-date.
- Assist with accreditation as necessary.
- Planning and organizing technical trials, new drills, in collaboration with STM.
- Keep FFE items, registers, and store up to date and conduct inspection of FFE items on a monthly basis.
Representation and external coordination
Liaise with LMAC and the RMAC for all external QA and QC issues under the direction of the Standards and Training Manager and/ or the TOM.
Collaboration and reporting
- Monitor and report on the implementation of MAG Lebanon Quality Management System to ensure alignment with MAG GTS and NMAS.
- Provide regular reports to the Standards and Training Manager on the activities, internal QA, external QA, technical recommendations, training needs analysis, etc.
- Personal Requirements
- Have a strong work ethic
- Good knowledge and experience of monitoring and evaluation (M & E)
- The QA Officer will be requested to remain very flexible, to respond to additional tasks or changes as identified by the Standards and Training Manager.
Competencies
- Have in-depth knowledge and understanding of MAG Lebanon SOP’s, NMAS and HMA policies & procedures.
- Knowledge of landmines and Unexploded Ordnance (UXO) found in country.
- Exploring the capabilities and limitations of detectors and mechanical assets used within the programme.
- Ability to prepare training material and deliver training sessions.
- Good presentation and communication skills.
- Have the ability to operate a computer and use Excel, Power Point and Word.
- Valid Lebanese driving license.
- Very good knowledge of English.
- At least 4 years’ experience working in a technical role.
