Job Description
DUTIES AND RESPONSIBILITIES
In compliance with the conditions and rules specified by the funder and COOPI, the project manager performs the following tasks:
Planning and Management of Project Activities:
In close collaboration with project coordination and staff, ensures the planning, control, and technical and managerial quality of the project implementation (logical framework, schedule, deadlines, result indicators).
Human Resource Management:
- Ensures the recruitment and selection of local staff for the project in agreement with the Sector Coordination (where applicable) and Country Coordination, following transparency and accountability criteria outlined in COOPI's procedures and regulations, as well as local laws.
- Manages project personnel, including any expatriates, in compliance with local laws and COOPI regulations; coordinates and oversees the work of the entire staff in accordance with the organization's safety procedures.
- He/She is responsible for the initial and ongoing training of local staff and the briefing of expatriate staff regarding project activities.
- Ensures the circulation of information within the staff by developing individual work plans for each HR member and organizing periodic team meetings.
- Conducts periodic evaluations of the local staff under their supervision using tools provided by the organization and participates in the evaluation of expatriate staff upon request from their hierarchical superior.
Administrative and Financial Management:
- In collaboration with the project administrator, country administrator, and logistics coordination, plans monthly and/or quarterly expenses.
- Authorizes expenses and validates invoices.
- Periodically checks expenses and their consistency with the approved budget.
- Supervises the accounting and management of project cash and accounts, and if there is no dedicated staff, directly manages the accounting using the organization's tools (Merlino program).
- Works with the project administrator and coordinates with the country administrator and logistics service to develop and update the procurement plan as needed.
- Ensures compliance with donor and COOPI procedures for purchasing goods and services needed for the project in collaboration with the logistics service and administration.
- Participates in the preparation of project financial reports, ensuring their coherence with narrative reports.
Reporting:
With the support of the project administrator:
- Submits a monthly report of activities to the coordination along with the administrative monitoring tool, accounting records (Merlino), updated procurement plan, and expense forecast.
- Coordinates with the Country Head and country administrator to draft narrative reports (interim and final) and internal reports of the organization, ensuring the preparation of financial reports within the contract deadlines.
- He/she is responsible for preparing all formal correspondence and requests for changes to the project funding contract (financial and/or narrative) for approval by the Country Head.
Logistics:
- Drafts the procurement plan.
- Supervises the Logistics Manager to ensure proper management of stocks according to COOPI and donor procedures and the proper use of project assets.
- Participates in the development of the analysis grid for selecting bids.
- Ensures proper planning of deadlines related to procurement management (publication deadlines for tender notices, etc.).
- Ensures the accurate maintenance of inventories of acquired or assigned assets in collaboration with the logistics manager and country administration.
- Analyzes the security context in the project area in collaboration with logistics and ensures the circulation of security information between the country coordination and the team.
- He/She is responsible for implementing and participating in the update of the security plan in force in the project area.
- Organizes, as directed by the Country Coordination and in collaboration with logistics, the handling of security for personnel and any evacuations.
Institutional Relations:
Ensures communication and visibility of the project and the organization, maintains relationships with partners (authorities, donors, other national and international organizations, beneficiaries) in their sector and the project area, and represents the organization at local and international coordination bodies as instructed by the Country Coordination, respecting the organization's guidelines and strategies.
Conception of New Projects:
- Upon request from their supervisor and in collaboration with the project staff, participates in the analysis of the context (geopolitical, socio-economic, cultural, legal/protection) of their area of action and in the development of new project proposals.
- Conducts assessments in their intervention area, analyzes and evaluates needs related to their field of intervention, respecting the organization's strategic guidelines and internal procedures.
Participation in the Financing Strategy of Actions:
In close collaboration with the country coordination, maintains contacts with potential donors in the project's action area and, if the project involves co-financing by the organization, takes action to draft funding requests and ensures their monitoring.
REQUIREMENTS:
- Higher education (bachelor's or master's degree) or an equivalent mix of experience and training in the humanitarian field, development cooperation, international relations, or in the technical field of project implementation.
- Mastery of the project cycle, logical framework, participatory methodologies in project management, and monitoring and evaluation principles.
- Excellent spoken and written language skills.
- Knowledge of projects funded by AICS is essential.
- Proficiency in the Office suite and major communication and information research programs and tools.
- At least 1 year of experience in project management with demonstrable result and reporting responsibilities (experience in the Middle East is desirable).
- Experience in staff management/supervision and evaluation, dealing with donors and local authorities, other agencies, and partners.
- Demonstrated writing skills in working languages (English).
- Excellent organizational skills, flexibility, strong initiative, and autonomy in work, pragmatism.
- Stress resistance, ability to work under pressure and with imposed deadlines.
- Excellent teamwork and goal-oriented work capacity, ability to train collaborators, assertiveness, decision-making attitude.
