Background of the project:
Lebanon SC team is working toward implementing integra (new ERP system for operation), during this time the country program require a SC support for day-to-day tasks of the functions of procurement & logistics, ensuring continuity of day-to-day business under the direct supervision of the supply chain management.
Scope of work
Procurement:
- Implement standard IRC Lebanon procurement policies and procedures and ensure that procurement is carried out in accordance with IRC Lebanon and donor-specific polices.
- Attending procurement committee meetings.
- Conduct market survey & tenders as needed.
- Update PRTS report
- Work on procurement required report.
- Implement the payments with coordination of Admin & finance.
- Generating bid analysis and Purchase Orders and Payment requests.
- Routinely communicate, coordinate and plan with the relevant programs regarding the PRs status and on time delivery.
- Establish and maintain ethical and professional working relationships with suppliers.
Logistics:
- Ensure the Implementation of IRC Asset & Inventory policies in all IRC Lebanon offices.
- Ensure all assets are tagged and relevant forms are signed before being issued to staff members.
- Maintain and update Asset Register, including details of asset transfer, asset repairs, asset disposals, breakdowns and purchase of new assets creating files for them.
- Compile monthly asset reports.
- Handle assets and properties disposal & donation process when needed.
Deliverables:
- Provide on-time, standard monthly reports.
- Monitor & control IRC Pre-qualified Vendor database.
- Monitor & control price list for goods, services and equipment purchased by IRC.
- Produce routine purchase status reports for Senior Procurement Manager, Programs and Finance
- Update PRTS report on weekly basis
- Follow up payment tracking sheet.
- Submit logs reports on time.
- Ensure assets and properties disposal & donation process is met.
Requirements – Work Experience:
- Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.
- Ability to work as a member of a team essential.
- Must be computer literate, including Microsoft Word and Excel.
- INGO experience preferred.
- Ability to communicate in English and write clear and concise reports in English strongly preferred.
- Fluency in English and Arabic is required.
- Knowledge of generic procurement procedures and practices (IRC or NGO experience advantageous).
- Familiarity with major donors and local regulations / laws advantageous.
- 2 to 4 years’ work experience in procurement & Supply Chain
- Problem solving
- Competent in spoken and written English
- Good mathematical skill
