Salary: £52,489 – £57,952 per annum DOE + monthly subsistence allowance

The British Red Cross (BRC) are looking for an experienced programme and people manager who will be responsible for the development and delivery of the strategy and programme outcomes in Syria, Lebanon, Yemen, Libya, and Iraq in support of and aligned to both BRC and National Society strategic priorities. Activities will include capacity development, design, delivery, and monitoring of disaster response and development programmes. The Country Cluster Manager (CCM) will also ensure the effective use of BRC resources.Key Responsibilities
- Lead strategy development within the within the geographical area in support of BRC’s International Directorate Strategy.
- Responsible for resource mobilisation in support of country strategy including liaising and relationship building with fundraising colleagues and both traditional and institutional donors.
- Work with Red Cross Red Crescent Movement partners within the assigned countries to understand organisational needs and contribute to the development of the capacity of the National Society to act.
- Strategically plan for and oversee the work of technical advisors and other specialist colleagues to ensure the technical quality of all programme delivery and support to partners.
- Build and maintain relationships with within the RCRC Movement and other organisations in support of the country strategy.
- Responsible for security management of staff travelling to and/or deployed to the assigned country and other high/extreme risk contexts. This includes leading country security plans and monitoring security changes in-country, with the support of the Security Unit in HQ.
- Ensure due diligence and compliance requirements are in place and adhered to for all countries.
- Within Syria: Leadership for relationship building and programme development including budgetary decision making and management rests with the in-country representative in Syria. The Country Cluster Manager is responsible for regional strategic oversight, security, due diligence and compliance requirements.
- Robust working knowledge of the international humanitarian system, including the RCRC Movement.
- Strong communication and diplomacy skills.
- Proven skills in project/programme management techniques, processes, and controls.
- Strong experience in working with national organisations and support capacity building of local partners.
- Proven experience in developing and leading people and management of multi-cultural teams.
- Proven experience in managing large-scale budgets and programme portfolios.
