The Department
The Operations Department provides key support to the entire country program in procurement, security, asset management, warehouse management, fleet management and facilities & office management for successful program implementation. In addition, the Operations Department supports occasionally and as needed other teams hosted in Lebanon (PSP, regional and global).
The Position
The Logistics and Admin Officer is responsible for all facilities & office management functions and logistics (asset management, fleet management and warehousing) functions.
Essential Responsibilities
Logistics
- Manage all Mercy Corps and donor assets according to the Field Asset Management Manual .
- Act the role of Asset Controller and manage all asset management functions.
- Manage all Mercy Corps vehicles and transport needs according to the Field Fleet Management Manual.
- Manage all Mercy Corps warehousing and material management needs according to the Field Warehouse Management Manual.
Safety & Security
- Track field staff daily movement.
- Update the security whatsapp channel to inform staff and management about the security situation on the road (protests, roadblocks, major accidents).
- Point of contact for staff in case of road incident
Administration/Office Management
- Arrange the required accommodation for Mercy Corps staff & visitors at times.
- Support in collecting and processing bills of office and expatriate staff residence’s utilities (electricity, water, phone, cellular phones, and internet bills) and process payments in a timely manner while creating a tracking system for all payments.
- Manage the relationship with the cleaning company.
- Oversee the management of office supplies.
- Keep track of the expiry dates of residency and work permits and prepare documentation for their renewal or new process, as well as for business visas, in coordination with the lawyer.
- Follow up to get approvals and collect required papers to prepare lease contracts for Mercy corps expats, warehouses, etc.
- Follow up on usage and billing for the mobile telephone service providers
- Follow up any required maintenance on Mercy Corps premises

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
- Relevant qualification in the field of admin and logistics
- 3 years minimum of relevant experience
- Excellent oral and written English skills.
- Strong computer skills on MS Excel, MS Word programs.
- A demonstrated ability to multi-task and process information into action so as to not delay program activities.
Success Factors
The successful Logistics and Admin Officer will assist facilities & office management tasks and logistics tasks (i.e. asset, fleet and warehousing) in delivering successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
Living Conditions / Environmental Conditions
The position is based in Beirut, Lebanon and it might require occasional field travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
