KEY ACCOUNTABILITIES
The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.
Job Responsibility:
- Program Management and Implementation
- Manage and oversee day to day operation of the orphan and Child Welfare Department in close coordination with the program team and head of programs.
- To keep an up to-date overview of operational matters with knowledge of IRW activities in Lebanon
- To conduct regular visits to the sponsored orphans and provide feedback and report to the head of programs.
- Develop, manage, and report on the orphan’s one-to-one sponsorship program.
- To regularly work on the orphan and child Welfare Information Management System to upload orphans’ information.
- Develop high-quality child welfare project proposals for funding for both IRW and institutional donors.
- To be closely involved in budget preparation, submission and follow-up for child welfare projects and ensure that the quality of proposals and budgets consider value for money and work closely with finance department to review the financial reports and ensure that feedback and comments from finance are shared with the field finance teams and action of corrections is taken.
- To analyse and appraise donors/partners reports submitted by the field office to ensure their high quality and that donors and partners reports are submitted on time and in correct format.
- Submit timely technical monthly reports as per the requirements to Head of programs and IRW (HQ).
- Provide managerial oversight to project staff in all designated locations
- Implement the orphan and child welfare program in-line with the IRW child protection policies.
- fundraising Support
- To spearhead child welfare fundraising efforts to market projects both within Islamic Relief Worldwide partners and externally (in coordination with Islamic Relief fundraising mechanisms)
- To actively identify potential institutional funding, linking up to institutional donors and support the completion of funding proposals on behalf of the country programme, where necessary.
- To comply with IRW’s policies and procedures in undertaking the above roles and responsibilities
- Perform any other task assigned by the line manager and IR Lebanon management
- Development of IRW Child Welfare Programming capacity
- To conduct field visits (assessments, data collection, project design, implementation, monitoring and evaluation) and external support.
- Where needed, identify CW department gaps and assist field office with development of capacity in order to support the development of CW programmes
- To provide an appropriate contribution to development of country, regional and global strategy and policy development is made based on the experience of the country programme in the field of child welfare and protection.
- To contribute to development of child welfare related business and operational plans for the region and country offices.
- Coordination
- At the local level, represent IR Lebanon and liaise with the protection clusters, local authorities, UN, and international and national NGOs to facilitate successful coordination
- Collaborate regularly with other sectors to monitor the situation in the targeted communities and to prepare for and respond to any issues
- Liaise regularly with the Head of programs, and IR management to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs
- To work closely with in-country media team to ensure that the information on internet and websites are up to date (project profiles, case studies, photos, desk filing systems and archiving of documents and reports)
- Engage with child welfare/child protection networks in order to increase IRW’s access to funds and quality of programming
- Develop and maintain strong working relationship and coordinate with County authorities, relevant international and local agencies engaged in similar intervention activities in the country

PERSON SPECIFICATION
A) EDUCATION/TRAINING
Required:
- Bachelor/Master Degree in Development studies, Social studies, or other related field
- English and Arabic language both spoken and written.
B) EXPERIENCE
- 3-5 years experience working on project management, programs design, and proposal development
- Proven track record of working in a similar role with an International NGO.
- Proven track record of field work experience with INGOs in developing countries in rehabilitation; development and emergency contexts
- Experience of and commitment to a participatory, supportive and open environment to ensure the learning and development of all.
- Proven experience in monitoring and evaluation of programmes; use of quantitative and qualitative research data collection in support of programme development.
- Proven experience and knowledge of effective budgetary control and grant management.
- Strong and well developed analytical skills coupled with experience of writing quality proposals and reports
- Experience of distance management
Desirable:
- Specific training/experience in child related areas
- Experience of working on emergency and/or disaster preparedness programmes in developing countries
- Experience of organisational development
- Experience of advocacy, networking and communications work.
