الوصف:

1.Overview

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over half a million beneficiaries.

In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.

The Agriculture Farmers Development and Livelihoods (AFDAL) project is an initiative lead by CARE, supported by WFP and funded by BMZ in collaboration with Fair Trade Lebanon (FTL) and the Association for the Development of Rural Capacities (ADR). The primary aim of AFDAL is to foster resilience, food security, productivity, and sustainability within the agricultural sector. The approach blends technical, financial, and market expertise, along with personal development, empowering stakeholders in the agricultural sector to maximize profits, develop solid risk management strategies, manage personal and work-related relationships effectively, and enhance productivity in a manner that respects natural resources.

For the past 3 years AFDAL has focused on a variety of value chains. In its first phase, the project targeted Honey, Olive Oil, Pome Fruits, Aromatic Plants (herbs), and Dairy Products. During the second phase the emphasis shifted to Small Ruminants (Goats & Sheep). The most recent phase, AFDAL III, running currently to 2024, is focusing on Fruits, Vegetables, and Grains Value chains.

Under the extension of AFDAL Project Phase II, the Food Processing and Production Quality Consultant will provide expertise and guidance on improving the productivity and quality of the production value chain. The consultant will also support previously trained processors with in-depth market access, with the objective of enhancing production quality. This role is critical in ensuring the success of the AFDAL project and its participants.

2.Scope of Work

2.1) Conduct an analysis of Phase I of the AFDAL Project, draw insights, and utilize the findings to improve current processes.

2.2) Develop and provide a comprehensive program for coaching sessions to improve production quality.

2.3) Coordinate with the Market Access and Linkages Officer and the Branding and Design Consultant to ensure alignment with market needs and branding strategies.

2.4) Provide follow-up support to trained processors, enabling them to apply new practices and gain market access.

2.5) Ensure all activities adhere to national and international food safety and hygiene regulations.

3.Deliverables & Timeline:

The Consultant will be expected to deliver the following outputs within the specified timeline:

3.1) A comprehensive report detailing insights from Phase I and proposed improvements.

3.2) A coaching program for improving production quality, including training materials and session plans for 2 months.

3.3) Monthly progress reports detailing the implementation of quality control protocols and food safety measures, and feedback from the coaching sessions.

3.4) Final report on the impact of the coaching program and suggestions for future actions.

4.Consultant Profile

4.1) Bachelor’s or master’s degree in food science, Food Technology, Quality Assurance, or a related field.

4.2) At least 5 years of experience in food production and processing, with a focus on quality control and market access.

4.3) Proven track record in providing coaching or training programs.

4.4) Excellent knowledge of national and international food safety regulations.

4.5) Ability to work collaboratively with different team members and stakeholders.

4.6) Strong problem-solving skills and attention to detail.

5. Competencies

5.1) Industry Knowledge: Deep understanding of food processing and production, including knowledge of best practices in the industry and familiarity with different agricultural value chains.

5.2) Regulatory Compliance: Comprehensive knowledge of national and international food safety regulations and quality standards.

5.3) Technical Skills: Ability to apply technical knowledge in a practical setting, such as implementing quality control measures or introducing new food processing techniques.

5.4) Analytical Skills: Ability to analyze complex data and information, draw conclusions, and develop action plans.

5.5) Training and Coaching Abilities: Proven ability in training or coaching individuals or groups, including developing and delivering training materials and sessions.

5.6) Communication Skills: Excellent written and oral communication skills to interact with various stakeholders, prepare reports, and conduct training sessions.

5.7) Teamwork and Collaboration: Ability to work in a multidisciplinary team, coordinate with different team members, and collaborate with partners.

5.8) Cultural Sensitivity: Awareness of and respect for cultural differences, and the ability to work effectively with diverse communities.

How to apply

For individual consultants:

Please submit your technical and financial proposal to undertake the above activities by sending an email to recruitment@careliban.org . The Consultant should submit a detailed proposal with the following components:

a) Technical proposal to include:

•Maximum of six pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used;

•Copy of the CV;

•List of previous clients for similar jobs;

•Copy of newly issued judgmental record for nationals;

•Copy of ID or passport

b) Financial proposal detailing the following:

•Itemized consultant’s fees and costs – consultant should indicate professional daily rate or sessions rate including all cost to be invoiced to CARE

•Provide proof of Ministry of Finance of Lebanon registration (Fiscal number)

In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.

Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.

This Consultant will have access to CIL’s fleet cars for work trips if needed.
