IRC Summary

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. IRC is at work today in over 40 countries and 22 U.S. cities. IRC restores safety, dignity, and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home.

Contextual Background

Since 2012, the IRC in Lebanon continues to provide both emergency response and long-term support to address the urgent needs of refugees through direct assistance and to support the Lebanese host communities and government in responding to the crisis through social and economic development projects. Currently, the IRC implements early childhood development (ECD), health, education (Edu), child protection (CP), women protection and empowerment (WPE), and protection and rule of law (PRoL) programs.

The health program includes a mental health component that aims to implement sustainable and scalable interventions through capacitating local partners and building upon available resources by integrating MHPSS into primary health care and community-based activities. Thus far, IRC is implementing MHPSS activities in the North and in Beirut.. Moreover, IRC is collaborating closely with the ministry of public health’s (MoPH) national mental health program (NMHP) on national and public mental health interventions to meet the mental health needs of vulnerable population and bridge the gaps using a system strengthening approach.

As MHPSS is a cross-cutting multi-sectoral component, IRC is working hard towards integrating MHPSS into other programs, mainly ECD, education, WPE, and CP. The integration focuses on building a comprehensive response to targeted populations.

Job Overview

The MHPSS SO is responsible for the overall technical oversight of quality MHPSS services for the health program. They will provide technical support and overlook MHPSS services provided in the North.

Additionally, they routinely monitor the integration of MHPSS services at the level of partners through regular support visits, meetings with partner staff and management, and technical discussions with MHPSS integration staff.

They technically support and oversee the MHPSS community-based interventions under the health program through leading and closely following-up with outreach volunteers (OVs), building their capacities, and setting plans to engage the targeted communities.

They also coordinate with ECD, Edu, CP, and WPE programs and other stakeholders to ensure referral and follow-up mechanisms are in place. They also represent IRC in area specific MHPSS coordination meetings.

In close collaboration with the MHPSS Manager, technical tools development, content creation, and training deliveries fall under the responsibilities of the MHPSS SO as well.

Major Responsibilities

The MHPSS Senior Officer will undertake following responsibilities:

  • Support in the design and implementation of inclusive MHPSS capacity building plans at the field level, including coaching and on-the-job training.
  • Oversee the adaptation and development of training packages and the execution of capacity building plans for MHPSS staff, and partner organizations.
  • Identify individual training needs and ensure access to training and professional development resources appropriate to skill gaps and needs.
  • Provision of MHPSS technical support to community health teams (OVs) as well as IRC partner organizations through regular meetings and on the job mentoring.
  • Contribute to quality control in the field of expertise through technical guidance and support to the partners’ staff.
  • Monitor the community MHPSS teams to ensure they abide by the set SOPs.
  • Monitor partners’ adherence to set MHPSS SOPs and follow-up on the defined key performance indicators (KPIs).
  • Oversee the coordination of the integration of MHPSS with partners’ staff in the designated locations.
  • Work in collaboration with ECD, Edu, and protection (CP, WPE, and PRoL) programs to ensure appropriate, regular, and consistent referrals to the health teams and ensure needed clinical care for complex cases is provided.
  • Conduct/participate in mental health and psychosocial needs assessment among the targeted populations.
  • Write clinical reports and case studies related to MHPSS when required.
  • Support the MHPSS Manager in program reporting, supervision of donor files, and monitoring of activities.
  • Support partners in regularly updating the service map.
  • Participate in program meetings for strategic planning and evaluation.
  • Conduct regular and specific monthly supervision meetings with MHPSS partners staff using supervision tools and raise monthly supervision report to MHPSS Manager.
  • Provide direct training, supportive supervision and monitoring and evaluation assistance to the MHPSS partners’ staff providing psychological interventions, who are working inside the IRC supported facilities.
  • Support partners’ staff in making intersectoral referrals where appropriate.
  • Monitor ongoing care plan development with careful consideration and attention to safety-related issues stemming from high-risk factors (domestic violence, suicide, self-harm, etc.).
  • Represent IRC in area specific MHPSS coordination meetings.

Administration

  • Coordinate with program managers on MHPSS activity plans.
  • Ensure that all regular standing meetings and sessions (weekly and monthly) are adhered to.
  • Liaise with relevant program staff to organize the logistics for meetings, sessions, and training coordination, and monitoring and learning.
  • Submit regular feedback reports to the MHPSS Manager and follow up on the MHPSS indicators.
  • Ensure data related to case management and referrals are managed in a safe and ethical manner and in full adherence to the data protection policy and case management principles.
  • Ensure strong coordination with other IRC programs as well as external NGOs for effective implementation of the internal and external referral pathways.
  • Participate in the monthly procurement plans, share it with the line manager, and raise field needs to relevant administrative officers.
  • Regular follow-up on tasks requested to ensure quality integration.
  • Travel to field sites as needed and agreed with line manager.
  • Maintain regular communication and schedule regular visits to partners facilities to ensure updated information and ongoing two-way feedback.
  • Conduct regular observation and monitoring of activities and share recommendations to improve the quality of program implementation.

Job Requirements

Education: Advanced degree in psychology (M.A. or M.S.).

Work Experience:

  • Minimum 3 years of relevant work experience in MHPSS.
  • Knowledgeable about IASC MHPSS guidelines and best practices as part of their previous work experience.
  • Experience in clinical supervision, training, and/or coaching others.
  • Experience designing and rolling out training modules to diverse audiences.
  • Experience in community based MHPSS approaches and interventions.
  • Experience working with partners to implement programming.
  • Strong experience in training with good facilitation skills and ability to organize and implement training modules on sensitive topics.

Demonstrated Technical Skills and Competencies:

  • Demonstrated organizational, management and reporting skills.
  • Demonstrated ability to liaise with partner organizations.
  • Demonstrated ability to work effectively with stakeholders at all levels.
  • Experience in transferring technical knowledge and skills to others.
  • Excellent verbal and written communication skills with an overall ability to be clear and concise in all communications.
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
  • Strong analytical and problem-solving skills.
  • Demonstrated capacity to perform well under pressure with overlapping deadlines in a challenging environment.
  • Highly proficient in Microsoft Office suite, mainly Outlook, Word, Excel, and PowerPoint.

Language Skills: Excellent command of written and spoken English and Arabic are required.

Working Environment: Standard office working environment with frequent trips to the field.
