الوصف:

Objective 1: Ensures proper implementation of TDH IT Lebanon Delegation’s Procurement SOP (75%)

  • Understand TDH supply chain policies and values, including the thresholds and procedures for each market and its specificities per donor;
  • Conducts regular Market Assessments to create and follow a supply strategy that could ensure adequate pricing of goods and services, and minimum quality and ethics standards;
  • Assists the consolidation of Procurement Requests (PR) and assures its correct Process;
  • Prepare and complete high value international & national tendering processes as per TDH IT SOP.
  • Assist requestors in producing evaluation criteria by providing guidance and recommendations.
  • Trains the requesters in the correct use of PR when needed and always when a new person arrives to the mission (induction);
  • Ensures the correct procurement procedure is applied according to the threshold amounts. Prepares the evaluation of bids and proposals and ensures that all evaluation documentation (bid evaluation report, technical evaluation, minutes of opening etc.) adheres to TDH IT guidelines;
  • Continuously tracks all procurements on the Procurement Follow-Up (PFU), Contract Follow -Up (CFU) and assures they are up to date and accurate
  • Creates a price catalogue and updates it periodically with new purchase prices;
  • Creates and maintains a list of suppliers, in coordination with the Procurement Officer, providing the kind of experience that have been encountered during the transaction with them for future reference (list which supplier supplies what, if they have a fair price, good availability, can deliver in a timely manner, or should be avoided for what reasons);
  • Brings immediately to the attention of the country manager any evidence of fraud, waste, abuse, or any illegal or suspicious activity with any supplier, vendor, contractor, or anyone part of the procurement process within or outside of TDH.
  • Make sure that the requesters are trained in the correct use of PR or any Procurement templates when needed and always when a new person arrive to the mission (induction);
  • Centralizes every PD in Delegation Office;
  • Responsible of the Purchase Dossier for all the procurement activities and ensure is filed appropriate;
  • Requests to the programs team all the necessary attachments (such as request letters, External Reception and Delivery notes, verification sources, pictures before/after, attendance list, etc) both in paper and electronic format;
  • Ensures that all supporting documentation is prepared and filed according to donor/s and TDH IT procedures;
  • Participates in the internal/external Audits, assuring the documentation provided is complete, clear and organized; Supervise the procurement staff in the revision of the documents, if needed.;
  • Prepare reports in accordance with donor requirements and internal program and department needs.
  • Complete procurement files and send them to finance for payment.

Objective 2: Ensures, in strict collaboration with Logistic Manager, the proper Delivery, Stock, and Transportation of good management (25%)

  • All items are identified by their PR reference on the RN.
  • Provide the logistics department with all needed documentation for reception of goods/services such PR, PO, RN, CoC etc..
  • Coordinate with the logistic manager for distribution of goods procured based on a distribution plan
  • Provide logistics manager with all needed information relevant to documentation done by logistics such as stock reporting, stock cards, asset/inventory register etc..
  • Work with logistics manager to compile expenses related to fleet such as car rental, fuel, maintenance etc..
  • Provide logistic department with needed estimates relevant to logistics needs such as but not limited to office maintenance, office needs, center maintenance etc.
  • Assures the Delivery and Reception Notes are implemented, used and archived correctly. Helps/substitutes the Procurement Officer in their production when needed;
  • Hold regular meetings with country manager & logistics manager to monitor the existing stock/inventory/assets and add inputs relevant to planning, purchasing, market inflation, lead-time for delivery, shortages etc..

And any other duties seemed relevant to the position and assigned by your Line manager.
