Job Overview/Summary: The Advocacy and Communications Manager will lead on the implementation of IRC Lebanon’s communications and visibility activities and support the implementation of IRC Lebanon’s Advocacy Strategy and policy priorities.
Major Responsibilities: The Advocacy and Communications Manager will work with the wider IRC Lebanon team and our partners to ensure the production and dissemination of evidence-based advocacy products and high-quality communications materials that can be tailored for a wide range of audiences, including donors, policy makers and the public at national and local level. S/he will work closely with the Policy an Advocacy Advisor to leverage information from IRC’s program and external sources to increase the effectiveness and relevance of IRC's communications externally, while aligning them to key advocacy objectives. As such, this position is a fundamental bridge between IRC's communications and advocacy work, amplifying IRC's voice for maximum targeted impact. S/He will help engage Lebanese media and decision makers, contribute to building the organization’s profile externally, and ensure that IRC’s experience and expertise are well communicated and presented in Lebanon.
Specific Responsibilities:
Advocacy
- Support on the development of advocacy products, including context analysis reports, policy briefings, talking points and reports on relevant issues, as opportunities are identified.
- Ensure that IRC colleagues in region, global capitals and HQ have access to timely and contextually relevant briefing material to influence decision-makers on issues affecting people in Lebanon.
- Support the Lebanon Policy and Advocacy Advisor to represent IRC in key advocacy fora.
- Actively contribute to fundraising and proposal development for policy, advocacy and comms.
Collecting, developing and managing content
- Collect, collate and disseminate, on a regular basis, project information and updates that demonstrate the impact of IRC’s work in Lebanon in close collaboration with IRC programme and MEAL teams.
- Develop compelling advocacy and communications materials, including, human interest stories, social media posts, local press releases, talking points and photo blogs which will feed into the IRC’s regional and global channels.
- Collect high-quality communication and visibility materials in line with donor requirements as well as the IRC’s quality standards, visibility goals and advocacy priorities, with assistance from the Senior Communications Officer.
- In conjunction with country program staff, closely monitor the humanitarian situation, humanitarian policy debates, and media pertaining to Lebanon, ensuring that relevant information is analyzed and disseminated in a timely and effective manner.
- Identify and pitch strong human-interest stories and other newsworthy information related to the IRC’s work in Lebanon to national media.
- Support internal information and briefing requests and update information materials as required.
Managing staff, assets, brand and administration
- Line-manage the Senior Communications Officer, ensuring they have the technical and wellbeing support they need to be effective in the role.
- Responsible for the management of communications consultants and freelancers when required.
- Contribute to managing budgets for Advocacy and Communications work and activities in collaboration with other relevant units.
- Support the country office in ensuring adherence to communication policies, protocols, standards and brand compliance.
- Manage and archive all materials including interviews transcripts, stories, photos and consent forms in IRC‘s internal content management systems, with assistance from the Senior Communications Officer.
- Capacity building: Support advocacy and communications capacity building efforts for IRC staff and partners including training on story spotting and the role of communications and advocacy as needed.
- Supporting HR/Supply Chain on contracting freelancers.
Media
- Work closely with the Regional Senior Communications and Media Manager to respond to emergencies and media-related opportunities.
- Work closely with the Policy and Advocacy Advisor to develop and manage relationships with Lebanese and regional media and maintain a network of in-country journalists.
- Support and facilitate media visits at country level in coordination with the Senior Comms Officer and the Regional Senior Communications and Media Manager.
- Maintain records of the organization’s content production and media coverage in Lebanon, with assistance from the Senior Communications Officer.
Key Working Relationships:
- Position Reports to: Lebanon Policy, Advocacy and Comms Advisor (line manager) and Regional Senior Communications and Media Manager (technical comms manager).
- Position directly supervises: This position supervises the Senior Communications Officer for Lebanon.
- Internal key contacts: Grants Coordinator, Program coordinators, Field Coordinators, Program Managers and Officers.
- External key contacts: Donors, media visits, peer communications and advocacy staff etc.
Job Requirements:
- A minimum of a University Degree in Political science, Public Relations, Journalism, International Relations or other relevant fields.
- At least 3 years of experience in developing and implementing Advocacy and communications strategies and plans in a humanitarian or development setting (in a conflict and/or displacement situation) with an NGO or International Agency. Previous experience in media and communication fields is desirable.
- Excellent writing and storytelling skills
- Ability to identify strong stories and adapt communication style to different audiences.
- Developed analytical skills required. Research skills are highly desirable.
- Ability to work independently and take initiative.
- High proficiency in handling varied, demanding and complex tasks.
- Knowledge of Adobe Creative Suite (esp. Final Cut, Illustrator, Photoshop and In Design) is desirable.
- Fluent English and Arabic is essential.
Working Environment: Candidates will be expected to visit the IRC field activities in Lebanon regularly.
