What we are looking for:
The Health, Safety, and Security Manager is responsible for the development and implementation of Health, Safety, and Security function within Lebanon. The function overall mandate is to enable NRC operations across Lebanon while ensuring appropriate Duty of Care standards are upheld. The position holder will ensure that NRC Lebanon is well positioned to respond to current and future security risks and shall demonstrate strong engagement and leadership in major actions, in cooperation with the rest of the NRC team across the country. This role serves as a core member of the Country Management Group (CMG) and Crisis Management Team (CMT).
What you will do:
Key objectives for this role include:
– Implementation of the NRC Global Health, Safety and Security Risk Management System at national level ensuring compliance and adherence to NRC policies, guidance and procedures, and harmonised practices and procedures between AOs.
– Develop and maintain national HSS documents and procedures including strategy and budget, and ensure consistency and accountability of security and safety procedures across the whole country programme.
– Standing Member in the Country Management Group (CMG), provide the CMG with strategic advice based on changes to the context.
– Oversee and/or conduct Security Risk Assessment (SRA) according to minimum operational requirements (MOSS), supporting safety and security risk management for staff, assets, operation and reputation of NRC.
– Management of HSS staff as appropriate, including matrix management of the HSS staff in the Area Offices, including support, training, control and development of HSS staff in all offices.
Specific Responsibilities:
– Review with AMs and other CMG member HSS team structure and department’s budget.
– Work with management to ensure that the relevant mitigation measures are in place in the field and within our processes to reduce risks to an acceptable level.
– Ensure relevant SOPs in the mission are developed and regularly updated for each topic.
– Ensure that all staff give their informed consent based on briefing upon arrival and that updates are regularly shared on security situation.
– Ensure that Duty of Care (DoC) HSS standards are upheld at all times and that corrective measures are implemented when weaknesses are identified.
What you will bring:
Generic professional competencies:
– Minimum 3 years of experience working senior role within Safety and Security preferably in a humanitarian/recovery context.
– Experience from working in complex and volatile contexts.
– Documented results related to the position’s responsibilities.
– Knowledge about own leadership skills/profile.
– Fluency in English and Arabic, both written and spoken.
– Experience of humanitarian access negotiations is a plus.
– Knowledge of the NGO operations and the dynamics of the humanitarian sector.
– Strong training and presentation skills.

– Duty station: Beirut – Lebanon
– Contract: 12 months (Fixed-terms, renewable based on funding, performance and need for the position)
– Travel: 30%
– Salary/benefits: grade 9 on NRC’s international salary scale.
