الوصف:

CONTEXT

Founded in 1994, La Chaîne de l’Espoir (CDE) is an international NGO headquartered in Paris, France. Its mission is to strengthen healthcare systems and provide to everyone, especially children, equal chances and opportunities of survival and development.

CDE is currently active in twenty-seven (27) countries with a global approach, mainly focusing on children, mothers and disadvantaged communities. Find our activities briefly elaborated as follows:

  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery to meet the most urgent needs of children and their mothers.
  • Training and transfer of skills to local teams (capacity building) thanks to our international network of experts in all areas of surgery.
  • Construction and equipment of hospital facilities adapted to local needs.

CDE has been implementing humanitarian activities in Lebanon since 2005, working through local partners, such as HeartBeat, in order to provide access to medico-surgical care to children suffering from cardiopathies and orthopedics disabilities. Late 2020, CDE eventually opened its mission in Lebanon to respond to growing needs due to the significant deterioration of the situation. Since then, CDE is implementing two (2) projects related to the tertiary healthcare, including several aspects such as the strengthening of the healthcare system, early detection of congenital orthopedics disorders, psychosocial support, etc – via direct and indirect (through local partners) implementation.

Within the frame of its program development in Lebanon, la Chaîne de l’Espoir is looking for a Project Officer.

GENERAL DESCRIPTION

Under the management of the Project Manager, the Project Officer contributes to the timely and quality implementation of la Chaîne de l ’Espoir’s activities, managing a team of three to four (3-4) staff, including a MHPSS Case Worker and 2 to 3 social workers.

MAIN RESPONSIBILITIES:

Project cycle management

  • Ensures regular field visits and participates to the activities’ implementation (early detection and awareness campaigns, etc.);
  • Support the project manager to ensure timely and quality implementation of the projects;
  • Contribute to an effective activities follow-up, in line with the projects’ objectives;
  • Ensure coherence and synergies between the projects where possible;
  • Contribute to the revision and creation of the tools necessary to ensure quality project implementation (detailed implementation plan, standard operating procedures, etc.);
  • Submit monthly reports on project achievements to the Project Manager;
  • Regularly documents and communicates challenges, lessons learnt and best practices;
  • Pro-actively proposes to the Project Manager any adjustment of the project whenever needed (change of circumstances, delay in the implementation, adaptation of tools, etc.);

Information management, Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Supports the Project Manager with the monitoring aspect of the projects (regular update of the detailed implementation plan, beneficiaries counting, etc.);
  • Updates the project trackers and database on a regular basis;
  • Supports the Project Manager with the evaluation aspect of the projects (facilitate the evaluations performed by external consultants by providing data, accompanying in the field, etc.,
  • Supports the Project Manager with the accountability aspects of the projects (ensures adequate means of communication are set between CDE and beneficiaries and partners)
  • Responsible of feedback, complaint and response mechanism.
  • Supports the Project Manager with the learning aspect of the projects (participate to lessons learnt exercises, contributes to ensuring the institutional knowledge is used considered for next projects);

Partnership and networking

  • Acts as a focal point of coordination with local partners, as per the partnership agreements in place;
  • Acts as a team leader for local partners’ community engagement officers during campaigns.
  • Coordinates closely with local partners for setting up early detection campaigns, awareness sessions and trainings.
  • Develops and maintains relationships with relevant field stakeholders;

Reporting

  • Supports the Project Manager in preparing donors’ programmatic reporting;
  • Contribute to identifying and sharing positive and success stories;

Management

  • Daily management of two to four (2-4) staff;
  • Sets-up and follows-up action plans where necessary;
  • Performs all the necessary administrative tasks required by a manager; Any other tasks as requested by the Project manager.\

TEAM RELATIONSHIP

Line and technical manager:       Project Manager

Line and technical reports:          2-3 Social workers, MHPSS Case Worker

Close collaboration with:             Medical Manager, Medical officer

PROFILE

Professional training

Bachelor degree in the humanitarian project cycle management or any similar field [required]

Paramedical training related to mental health, orthopedic pediatric or early detection methodologies is a plus.

Working experience

At least 2 years of experience with similar responsibilities (required)

Experience within the humanitarian sector [required] Experience within the health sector is a plus

Experience in gender and/or protection-related topics is a plus

Specific skills

Strong commands of Microsoft office suite (Word, Excel, Outlook, PowerPoint) [required]

Previous experience in collecting, organizing, and analyzing data [required]

Strong organizational skills and capacity to prioritize and manage multiple tasks at the time [required]

Strong management skills [required]

Excellent writing and communication skills [required]

Detail oriented [required]

Capacity to travel in CDE’s projects’ implementation areas of Lebanon [required]

Knowledge of a software such as Kobo, or ODK is a plus

Experience in Power BI, Microsoft Project is a plus

Languages

Fluent in Arabic and English (speaking, writing, reading) [required]

Knowledge of French is a plus
