Main Responsibilities and Duties

A. Logistics and procurement Coordination

Contribute to ensuring the implementation and application of FRC logistics internal process.

Contribute to the department and resources optimization.

Contribute to providing support to the logistic and procurement project implementation with partners, and to the supervision of it in order to ensure compliance with FRC procedure or with the procedures set in the agreements signed with partners. Contribute to providing technical support to partners.

Contribute to providing technical support to other management / coordination staff.

B. Syria delegation logistics management

Contribute to providing support to the logistic project implementation of FRC Syria delegation, and supervision it in order to ensure compliance with FRC procedures.

Contribute to supporting FRC Syria delegation for daily logistics activities, and ensure compliance with FRC procedures and internal process or with the procedures set in the agreements signed with partners.

Contribute to the logistic reporting.

Contribute to providing technical support to the implementation partner.

C. Human Resources Management

Support the Logistics Coordinator in ensuring that the logistics department is staffed adequately to support the mission.

D. Procurement Management

Ensure the quality of the supply chain process, in accordance with the FRC and donor guidelines.

Ensure a proper update of the follow up tools.

Implement relevant purchase framework contracts.

Ensure proper closure and archiving of purchases files.

 

E. Equipment, Stock & IT management

Ensure proper equipment management and control systems, including documentation, follow up and reporting.

Supervise the smooth running of IT material and the safety of computers & data by ensuring proper and regular back up, antivirus and updates.

Ensure a proper follow up of communication means.

Ensure proper stock management and control systems, including documentation, follow up and reporting.

Ensure proper closure of equipment management following the emergency operation.

Ensure proper closure of furniture management following the emergency operation.

F. Movements Management & Transports

Ensure a proper system of staff movements.

Supervise the international freight customs clearance and reception in coordination with the Lebanese Red Cross.

Supervise local transportation of goods with the Lebanese Red Cross.

G. Management of Property and Equipment

Follow up on maintenance and management of the premises, including offices and GH.

Ensure that the FRC property means of communication, and other equipment are purchased, used, replaced, and disposed in accordance with the FRC and donors’ policies and procedures

H. Security Management

Contribute to ensuring the application of the security rules & procedures within the delegation.

Contribute to ensuring the implementation of the emergency procedures.

Contribute to the security rules updates.

Pass on any security-related information to your line manager.

I. Capitalization & reporting

Contribute to ensure the capitalization of all experiences; projects developed by the logistics team.

Contribute to ensure the adequate weekly, monthly, and specific donors reporting depending on the request from the Head of Delegation and the logistics advisor.

Support audits preparation.

Experience

Similar position for an international NGO for at least 2 years

3 years of experience in managing humanitarian logistics and supply chain

Strong capacity building skills

Experience in providing (remote) technical advice in a broad range of logistics areas

Strong supply chain skills

Thorough understanding of donor rules and regulations

Previous experience with FRC or the Red Cross Red Crescent Movement is an asset

Strong interpersonal and intercultural skills

Ability to work under high pressure without constant supervision

Ability to work in altered security context and under strict security rules

Rigor, flexibility, adaptability, and multitasking
