Context

IOM’s protection unit aims to promote and uphold migrants’ rights and support migrants and other vulnerable communities to access and exercise their rights. The unit also supports Ministries and Government entities in their roles in promoting and fulfilling migrants’ rights. IOM provides protection assistance both directly and in partnership with other stakeholders, through advocacy and communication, thematic guidance, training and capacity building, convening & dialogues, thematic research and direct assistance. Specifically, direct assistance includes case management, and protection services as well as assisted voluntary return and reintegration for migrants in vulnerable situation. This includes work with communities to strengthen community-based protection mechanisms and enhance migrant’s self-protection.

Under the overall supervision of the Protection Program Manager and the direct supervision of the Program Officer for Regional LEVANT, the Program Assistant (Protection) will be responsible for the following activities.

Responsibilities

1. Assist in the implementation and monitoring of protection and outreach activities.
2. Support in the provision of in-country assistance including internal and external referrals.
3. Support the administrative coordination and implementation of protection activities, involving liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up actions.
4. Retrieve, compile, summarize, and present information/data on specific  protection topics.
5. Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
6. Contribute and provide inputs to standard operating procedures, reports on protection activities, identifying shortfalls in delivery and bringing them to the attention of the supervisor.
7. Respond to general information requests and inquiries; set up and maintain files/records.
8. Perform other related duties as assigned.

Qualifications

Education

• High School diploma with four years of relevant experience; or,
• Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three two years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

• Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
• Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
• Knowledge of Lebanese migration context, challenges faced by migrants, protection gaps and responses implemented by UN and NGOs, Community-based initiatives and interventions.

Skills

• Excellent organizational skills with the ability to manage multiple tasks simultaneously under time constraints, accurate and detail oriented.
• Team player: ability to work effectively with different levels within and outside the organization and with colleagues from varied cultures and professional background.

Languages

This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.

Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable.
