In response to the influx of Syrian refugees in Lebanon, the IRC launched a multi-sectoral relief program in Lebanon. The program provide assistance to refugees and host communities in the North and Bekaa Valley, through interventions in the sectors of Women’s Protection and Empowerment, Economic Recovery and Development, and Protection Monitoring. IRC anticipates launching a new Child Protection program in FY14.
Job Overview/Summary:
Under the administrative management of the Senior Field Manager and the Technical guidance of the Field HR Manager, the Field Human Resources Officer will be responsible for the day to day operations related to the HR Function in the Field. The Officer will be responsible for the Employee life cycle including: Induction and Onboarding, Time Management and Leave Requests, Awareness and implementation on Policies and Procedures, Staff Care initiatives, Info for Payroll Reporting, staff performance and training, as well as the exit process for staff. The Field HR Officer will further support the Partnership Team on partners capacity building and support.
Major Responsibilities:
HR Operations
- Initiate and process induction and onboarding process for staff, liaising with the needs focal points to ensure smooth welcoming of new joiners.
- Manage staff files, including necessary staff documents and information, Policy acknowledgement, and legal documentation.
- Track and process leave requests of all kinds, information for payroll and leaving staff processes and documents management.
- Manage time and effort sheet and follow up on a monthly basis on submission and audit Time sheet allocations for relevant staff.
- Generates letters including employment certificates, warnings in a timely and accurate manner
- Follow up on Change of Status and staff exit process.
Staff Care and Wellbeing
- Support in developing and implement staff care initiatives for the relevant field, and ensure staff wellbeing is addressed through communication, activities, training and awareness sessions.
HR Objectives
- Implementation of HR objectives as cascade from the line management.
- Cascade and coordinate with functional and programmatic leadership on aligning goals at the field level.
Safeguarding
- Liaising with Partners on Safeguarding issues and reporting incidents as they arise to Safeguarding focal point. Support on safeguarding case management as needed.
Talent Management
- Staff Performance Management: support on communication, Training, Collection, Calibration, and Action Planning.
- Ensure employee life cycle for staff is engaging, through staff onboarding, development, retention, and up to the exit process.
Legal and Audit Management
- Ensure Legal Compliance Local governing laws and regulations, in staff management, ER cases, and onboarding and exiting process with support from Field HR Manager.
- Ensure HR and Employee Files are compliant to Audit, legal, certifications requirements.
Partnerships
- Participate in the PCA process of potential partners and contribute to efforts to collaboratively analyze and manage material risks identified.
- Contribute to Partnership Project Opening, Review and Closure Meetings, including review of successes, challenges, and lessons learned with the partner.
Job Requirements:
Work Experience:
- 3+ years professional experience in Administration/Office Management.
- Previous experience with Human Resources and/or Recruitment.
- INGO experience preferred.
Demonstrated Skills and Competencies:
- Strong sense of personal integrity.
- Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity.
- Ability to work independently and in teams.
- Proficient in Microsoft office suite.
- Demonstrated ability to work with stakeholders at all levels.
Education: Degree in management, human resources, administration, or related fields.
Language Skills: Fluent in English and Arabic
Working Environment:
- Standard office working hours
- Up to 20% field visits.
