Job Responsibilities:
FHI 360 seeks qualified candidates to serve as the Monitoring, Evaluation and Learning (MEL) Officer II. This person will contribute to the project’s overall monitoring, evaluation, and learning activities, and be responsible for implementing the MEL plan, lead on the gathering, analysis, and reporting of data and the integration of feedback and adjustments into project planning and implementation. The MEL Officer will report to the Senior Team Leader/Capacity Strengthening with specialized technical guidance from FHI 360’s MEL team based in Washington, DC. Responsibilities include but are not limited to:
MONITORING AND EVALUATION
- Coordinate the implementation of the Annual Monitoring, Evaluation and Learning Plan (AMELP), including monitoring indicator targets, developing data collection instruments, conducting data collection activities, and analyzing data to measure results and achievement of the project’s strategic objectives.
- Produce high quality and timely MEL reports for the project, FHI 360, and USAID, including documentation of successes, data analysis for indicator aggregation and reporting, summary of qualitative results, etc.
- Contribute to the development of annual performance plans and annual MEL plans.
- Explore innovative data collection techniques, technologies, and methodologies to enhance the program's MEL efforts
- Lead initiatives to continually improve the quality and effectiveness of MEL processes, including refining data collection processes and feedback mechanisms.
LEARNING AND ADAPTATION
- Contribute to the design and implementation of project evaluations, surveys, research and other components of the monitoring and evaluation system.
- Support the project’s collaboration, learning and adaptation (CLA) activities in collaboration with the field and home office MEL staff, including data analysis, organizing learning activities to assess performance, capturing lessons to inform adaptative management.
- Work with senior management and project staff to ensure that project learnings are applied, and project activities are adapted, as needed, for innovative and effective programming.
- Support the development and implementation of high-quality quantitative and qualitative methods and participatory methodologies to control the quality of the program in terms of performance and results; design appropriate feedback mechanisms to assess whether the approaches implemented by the project are effective.
- Communicate information obtained through MEL activities to project staff, as well as USAID and partners.
CAPACITY BUILDING
- Support grantees in designing and implementing their MEL plans in line with LEB-CAAP reporting requirements;
- Provide technical assistance and capacity-building support to partners on MEL requirements, tools, and practices through grant orientation sessions, training, and mentoring.
- Conduct routine monitoring visits, review grantee reports, and provide support as required to ensure application of high-quality MEL activities and data collection.
- Support the development and implementation of capacity assessments and capacity strengthening action plans.
DATA QUALITY ASSURANCE
- Support the MEL Coordinator in conducting data analysis, preparing reports, and developing reporting plans and formats
- Regularly review data collection processes, perform internal data quality assessments, and adjust as needed.
- Ensure data quality and consistency for quarterly reporting.
Minimum Qualifications:
- Bachelor's Degree in international development, statistics, public policy, political science, demographics, or related field required. Advanced degree preferred.
- At least 5 years of relevant M&E experience with international development programs, preferably related to civil society, youth engagement, advocacy, and/or capacity building.
- Understanding of USAID rules, regulations, policies, and procedures and experience with USAID standard indicators a must
- Advance skills in Microsoft Excel and Microsoft Power Bi and strong skills in MS Word, Excel, PowerPoint, SharePoint
- Experience in research, evaluation and learning methods, including qualitative, quantitative, mixed-methods, and impact data collection and analysis.
- Experience with indicator selection, target setting, reporting, database management, and developing MEL and performance monitoring plans.
- Understanding of gender equality and social inclusion considerations for the Lebanese context preferred.
- Ability to present complex information in an understandable and compelling manner.
- Experience drafting and implementing surveys and other data collection tools with knowledge of Kobotoolbox, KoboCollect, and ODK preferred
- Detail-oriented, with effective organizational and administrative skills.
- Action-oriented with a desire to proactively seek solutions and to work effectively both independently and with a team.
- Exceptional written and oral communication skills in English and Arabic.
