Under the direct supervision of the Executive Director, the Programme Manager is responsible for the smooth implementation of a 36-month development project in Akkar and North Lebanon, meant to develop the Agri-Food Sector through technical, financial and material support to businesses, cooperatives, and youth, with the main goals of job creation and income generation.
He/She will also: (1) be the focal point for Mada’s organizational representation and partnerships in the North, (2) support the Executive Director in the management of the Tripoli Office; and (3) support on project design and fundraising in line with Mada’s vision and mission.
The Programme Manager will be based in the Tripoli office, with monthly visits to the Beirut office. He/she will manage two Project Officers, support Project Managers who report to the Executive Director, work closely with the Finance and Admin Manager, Senior MEAL Officer, and Procurement Officer.
RESPONSIBILITIES AND TASKS
Project Management and Coordination
Working in close coordination with the Lead Applicant, the Programme Manager will:
- Provide leadership and guidance for the effective planning and delivery of the project under their responsibility in line with Mada’s values, policies, and procedures.
- Work closely with the Senior MEAL Officer on outreach, selection, and assessments.
- Oversee start-up and smooth implementation of the project in line with donor requirements and within budget limits.
- Oversee and monitor the context/situation – adapting/developing plans for assessments, expansion/change of activities, etc. and propose adaptations accordingly.
- Support and/or lead on project modifications and budget revisions.
- Ensure that there is an implementation plan in place guiding the work of the field team.
- Guide the day-to-day implementation of activities with focus on quality, ensuring that activities proceed in accordance with the project document and logical framework.
- Adopt a proactive approach, continuously identifying possible improvement capacity building, to maximize benefits for the targeted beneficiaries.
- Manage the project budget and operational processes, including procurements, logistics, and finances.
- Ensure funds are spent within the timeframe acceptable to both Mada and the donor and ensuring rules and regulations are adhered to.
- Ensure Mada’s values and principles are integrated into all activities.
- Ensure the correct and efficient use of resources (including project staff, assets, etc.).
- Ensure that risk management and contingency planning are included at all stages of the project.
- Ensure that donor contractual requirements are fulfilled throughout the entire project period.
Project Reporting and Communication
- Set a clear timeline for donor reports (both narrative and financial) and coordinates the reporting process with all relevant staff, assuming ultimate responsibility for quality and submission.
- Ensure that data is collected on a regular basis for timely and quality reporting, designing and upgrading/improving any required tools;
- Ensure the visibility of the project as per Mada and the donor’s standards and requirements.
- Communicate regularly with the Executive Director and submit internal reports as required.
- Ensure that success stories and challenges are documented.
- Ensure that the project team communicates effectively with all project stakeholders.
Project Quality
- Constantly ensure programming meets the needs of the target groups and is relevant and appropriate to the context and developments.
- Conduct regular monitoring visits to project locations to oversee programming.
- Ensure quality narrative reports to partners and donors, and liaise with the Admin and Finance Team for proper financial reporting.
- Liaise with the Procurement Officer to ensure proper processes in line with donor and Mada’s requirements.
- Lead on Budget Review meetings for the project under their responsibility.
Team Management
- Supervise their team and lead team towards achieving project objectives and Mada’s vision and mission.
- Ensure that the team has a clear understanding of their roles, responsibilities and accountabilities; supported by clear job descriptions to ensure quality performance.
- Facilitate the capacity building of their team to ensure they have the appropriate skill levels for their positions and are developing to their full capacity; provide the necessary feedback to the team and completes their performance evaluations.
- Support and advise their team on tools, procedures, etc. as well as technically based on need.
Representation, Funding and Partnerships
- Act as focal point for representation with their project’s donor as well as with donors, partners, and stakeholders in the North, supported by the Executive Director.
- Facilitate linkages, collaboration and networking with stakeholders (public sector, private sector, NGOs, etc.) to ensure visibility of Mada’s programming, strengthen and establish new partnerships, and ensure complementarity with other actors.
- Identify and develop new partnerships with local and international organizations.
- Oversee the management of existing partnerships and ensures a smooth collaboration, intervening in case of conflicts or other challenges.
- Work with Executive Director to establish appropriate funding streams in line with Mada’s Fundraising Strategy.
- Work with the Executive Director on project design, leading on relevant needs assessments and delegating to the team as required, and advising on needs and context.
- Lead on the identification of appropriate potential partners for strategic collaborations.
Office Management and Support to the Team
- Raise operational or team issues to Executive Director related to activities and propose/support with solutions.
- Advise Executive Director on use of Mada’s own funds when needed to cover funding gaps, conduct assessments, cover expenses not included in project budgets.
- Support and advise Executive Director on strategic matters including new operational areas, new target groups, and new sectors.
- Contribute to a proper team spirit, attendance and participation at the Tripoli Office.
- Support the Executive Director in team building, joint activities, and conflict resolutions.
- Support Project Managers in the North depending on need, noting that they report to the Executive Director and this will depend on available time and be case-by-case.
QUALIFICATIONS
- 10 years of proven experience in programme management, team management, project planning, proposal development, report writing, resource mobilization, networking, partnership-building and working with NGOs, donors or UN agencies
- Superior organizational skills and ability to multi-task
- Experience working in Akkar and North Lebanon is mandatory
- Excellent interpersonal communication skills to build rapport with staff, partners, government officials, donors and community leaders
- Ability to work under pressure meeting deadlines in a fast-paced and fluid environment
- Creative and flexible with problem solving skills
