CONTEXT

The Lebanon Essential Needs Assessment (LENA) is a joint, nationally representative, and cross-sectoral household survey aimed at assessing humanitarian and stabilization needs in all districts in Lebanon.

The primary objective of the LENA is to assess the multifaceted needs and humanitarian situation prevailing across all districts of Lebanon. The LENA also aspires to deepen the comprehension of the crisis by evaluating its scale and gravity within the specified demographic groups. Additionally, the findings are intended to strengthen existing humanitarian and stabilization response strategies. In 2024, LENA will focus on three population cohorts: Lebanese nationals, migrants, and Palestine refugees, and in addition to that, on Internally Displaced Persons (IDPs).

Assignment

Under the supervision of the Field Officer, the Data Collection Assistant is responsible for collecting and entering assessment data related to LENA assessments. In addition to performing these duties as an enumerator, the Data Collection Assistant supervises other enumerators, ensuring that data collection is conducted accurately and efficiently. He/she also serves as the primary point of contact between the enumerators and the Field Officers, facilitating communication and coordination, especially regarding issues related to specific population groups. This role is field based, requiring the Assistant to be actively involved in the day-to-day operations and problem-solving on the ground.

FUNCTIONS

1. DATA COLLECTION, MAPPING AND DATA ENTRY  

The Data Collection Assistant will carry out field data collection and office-based data entry for the LENA assessment. Their responsibilities will include:

  • Collecting data through in-person household level interviews with households in Lebanon.
  • Collecting data through remote, phone interviews with key informants and community members (in case remote data collection is introduced).
  • Introducing the assessment to respondents and collecting data in an ethical manner.
  • Ensuring transparent, accurate, and timely collection of quantitative data and information.
  • Accurately filling in all notes collected from the field using Kobo/papers.
  • Ensuring that the interviews are conducted in requested locations (supporting geo-referencing of all surveys).
  • Cross-checking information accuracy in adherence with the data checking guidelines to ensure correct data entry; this includes direct follow-up with respondents where necessary.
  • Carrying out debriefing sessions with the assessment team upon completion of data collection.
  • 2. REPORTING AND SUPPORT

    The Data Collection Assistant is also required to report information from the field to the Field officer. Regarding reporting, the Data Collection Assistant will be responsible for:

  • Providing daily reports to the Field Officer on the progress of the implementation of the assessment activities and on relevant observations related to teamwork and data collection during the mission.
  • Monitor in real-time the data collection and report any issues to the field officer
  • Transcribing accurately responses from primary data collection (interviews) and provide English transcriptions to the Field officer when returning from the field;
  • Troubleshoot technical issues in the field and escalate them if necessary
  • Assist in the document's validation process related to the enumerator's payment 
  • Communicating any issues encountered during data collection immediately to Field officer
  • 3. Supervisory Responsibilities

    The Data Collection assistant will also have supervisory responsibilities over their colleagues and serve a focal point for the data collection team. Their additional duties will include:

  • Overseeing and coordinating the activities of enumerators, ensuring adherence to data collection protocols and schedules.
  • Provide immediate support and guidance to enumerators during fieldwork
  • Acting as the primary point of contact for enumerators, providing guidance and support as needed
  • Ensuring that all the enumerators are aware of and adhere to the LENA assessment methodology.

    REQUIRED QUALIFICATIONS/SKILLS

  • Fluent in written and spoken Arabic and communicative English.
  • High School diploma
  • Previous experience working for a humanitarian organization and/or work experience in data collection is required
  • Excellent interpersonal and communication skills, demonstrated ability to pro-actively engage assessment participants and form effective relationships
  • High ability to adapt to field setting; motivation to work in a challenging environment requiring personal flexibility
  • Dedicated team player of high integrity; communicates constructively with co-workers and managers and responds positively to instructions and procedures; coordinates own work with others and reflects own work within overall context of project and team’s work; willing to undertake additional responsibilities; contributes to a collegial team environment; demonstrates a high level of personal commitment to team’s work
  • Performs assigned tasks in a timely and consistent manner
  • Demonstrates attention to detail: follows detailed procedures and ensures accuracy in documentation and data; concentrates on routine work details; approaches tasks in an organized and structured manner
  • Notifies supervisor of problems encountered during field work in a timely manner; actively contributes to problem-solving Accountability to Communities and Beneficiaries
  • The Data Collection Assistant is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED and IMPACT programme objectives, activities, and methodologies. This is the responsibility of every IMPACT staff member.
